Proposal to sunset Moonwell on @MoonbeamNetwork.

MIP-M45 is now live for onchain voting, supporting the orderly wind-down of Moonwell’s Moonbeam deployment.

If approved, the proposal will withdraw available protocol reserves from selected Moonbeam markets, and pause new supplying and borrowing across all live Moonbeam markets - GLMR, xcDOT, xcUSDT, xcUSDC, USDC.wh, FRAX, ETH.wh, and BTC.wh.

Withdrawn reserves would be used toward repaying bad debt. This proposal does not affect any market on Base, OP Mainnet, or Ethereum.

Existing users should continue preparing for the Moonbeam network shut down by closing positions and withdrawing funds before July 31.
