Together with district political and technical leaders, yesterday we continued with our assessment of the performance of Parish Development Model (PDM) funds in Ruhinda North.

We interacted with residents of Kigyende, Kanyabwanga, and Bitereko sub-counties. Several issues emerged during our interactions with residents, including cases of people who registered early but have not yet received the money. I advised that all lists of applicants should be published on noticeboards in the order in which they applied. The person who applied first should be considered first when the money becomes available.

We also had an issue involving a WENDI agent who was deducting Shs 10,000 from recipients. This is wrong, and I guided that it should not happen again. I called the Managing Director of Pearl Bank Mr. Kaketo and put him on loudspeaker, and he explained that agents take Shs 3700/= out of the Shs 4,000 that government gives to recipients of PDM funds as withdrawal charges. Therefore, no agent should take even a single shilling from anyone.

We also had an issue involving people who received less than Shs 1 million, especially when the programme was starting. Some people received Shs 800,000 or Shs 700,000. I told them that, as long as that is the amount they signed for, it is the amount they are required to repay. I advised them to pay back the money as soon as possible. Once they complete repayment, they can apply again, and in the second round, they will receive Shs 1 million.

We also heard concerns from young people who said they are not considered when PDM committees are constituted. I guided that the committees should be reviewed and, where it is found that youth are not represented, they should be added.

I thank the people of Ruhinda North who turned up in large numbers for the meetings we held across the constituency.
