Finance Minister, Ato Forson recently stated at a business forum organised by Ishmael Yamson and Associates that he has secured $1 billion of the nearly $4 billion required to complete the Accra-Kumasi highway. The first $500 million, he explained, comes from uncapping oil revenues—funds that will now be channelled directly into the project. The remaining $500 million is expected from mineral royalties. That leaves a funding gap of $3 billion.
On the face of it, the promised delivery date of 2028 appears overly ambitious. A more cautious estimate, even assuming compensation claims are settled without undue delay might be 2031.
If the Ministry of Finance and the Ministry of Roads are confident in their timeline, we would welcome the timely tendering of the project. We also urge the release of technical reports detailing cost-saving measures and the types of materials to be used. For example, emerging cement manufacturing technologies have been shown to reduce road construction costs by up to 60% compared to traditional methods, a potential game-changer that deserves serious evaluation. Pragmatically we should have at least four of our biggest construction companies working on the express highway.

The Economic and Organised Crime Office (EOCO) has confirmed that the former IMCCoD Accountant, Gerald Appiah, who was arrested alongside Dennis Miracles Aboagye, has voluntarily begun refunding funds linked to the alleged GHC55 million fraud.
EOCO stressed that the repayments do not conclude the investigations or absolve any suspect of criminal liability.

FINANCE MINISTRY CREDITS GH¢350 MILLION TO FLOOD RELIEF AND MITIGATION ACCOUNTS
The Ministry of Finance has credited the designated National Disaster Management Committee accounts with GH¢350 million from the Contingency Fund to finance emergency flood relief and mitigation measures following severe flooding that has affected parts of the country.
The transfer follows President John Dramani Mahama's directive to the Finance Minister, Dr. Cassiel Ato Forson, to mobilise resources from the Contingency Fund to support immediate relief efforts and strengthen flood mitigation measures.
In line with Article 177 of the 1992 Constitution, the Finance Minister first secured parliamentary approval through the Finance Committee for the withdrawal from the Contingency Fund.
Following Parliament's approval, the Minister for Finance authorised the Controller and Accountant-General to release and transfer GH¢350 million from the Contingency Fund to the National Disaster Management Committee to implement the National Emergency Flood Response Programme.
Pursuant to the Minister's directive, the Controller and Accountant-General opened a dedicated National Disaster Management Committee Account at the Bank of Ghana and has transferred the full GH¢350 million into the account. The designated account has therefore been fully credited with the approved amount.
Of the total amount, GH¢200 million will finance urgent relief efforts for flood victims and affected communities, while GH¢150 million will be used to undertake flood mitigation measures aimed at reducing the frequency and impact of flooding.
The transfer of the funds gives effect to President Mahama's directive for an immediate government response to the flood emergency, providing timely assistance to affected communities while supporting long-term measures to reduce the impact of future flooding.
As of 25 June 2026, 89.5 km (50.9%) of the Accra Kumasi Expressway Corridor has been cleared. This milestone was reached in 9 weeks, using just 45% of the estimated project duration. The remaining 86.1 km corridor will be completed over the next 13 weeks.
