They simply look at evidence presented to see if there is enough there to indict. If you actually read the grand jury indictments, you might be surprised by the quantity and source of (under oath) evidence.

If all illegals were deported, our gigantic construction boom, the picking of all fruits and vegetables as well as landscaping would come to a halt.
