BDL is burning FX at a pace not seen since pre-2023, excluding a wartime spike, with a sharp acceleration since Souaid became governor in April. Headline reserve numbers also mask BDL’s growing use of taxpayer funds without Parliamentary appropriation ($1.5bn spent since April).
BDL’s FX reserves come from two main sources. First, foreign currency generated from its own ongoing operations (its “normal” reserves). Second, foreign currency effectively financed by taxpayers: the government deposits unspent tax money at BDL, and BDL uses those LBP deposits to buy dollars.

If Parliament chose to spend the accumulated surplus, BDL would have two options:

(1) Sell back to the market the dollars BDL previously purchased using the fiscal surplus, which would keep the exchange rate stable and preserve the surplus’s original value, but that would result in a significant decrease in BDL's FX.

(2) Alternatively, to avoid giving back those dollars, BDL could impose a haircut on the Treasury account, either by letting the LBP depreciate (or maybe in the future, through a direct haircut).

In practice, BDL is already spending the dollars it acquires using taxpayer surpluses. That means it cannot credibly accommodate a future withdrawal of those public funds without critically depleting its usable reserves or imposing an LBP depreciation and broader disruption.

Since 2023, a growing share of BDL's FX reserves has been financed by taxpayers (blue area in the chart below). Of the roughly $11 billion in FX BDL reports today, only about $1-2 billion is attributable to BDL’s own operations (red area in the chart). The rest, $8-9 billion, appears to have been accumulated using taxpayer funds and are still owed to taxpayers.
Put differently, without the large fiscal surpluses of the last few years, BDL would likely be operating with critically low FX reserves of just $1 billion, all else being equal. It cannot afford to fund the current depositor circulars (among other expenses) from its own resources. Therefore, it has been spending taxpayer money to fund most of that, taxpayer money that it can no longer afford to give back.

The institutional implication is that BDL is effectively spending taxpayer money without an explicit parliamentary appropriation. Individuals and businesses have paid higher taxes since 2023, and a meaningful share of that excess has been absorbed and spent by BDL outside any transparent budget law. This use of taxpayer resources has accelerated significantly since Souaid became governor.

Transparency and good governance would require Parliament to pass an explicit law authorizing transfers from the Treasury to BDL, for example through a defined recapitalization mechanism with clear amounts, purposes, and oversight. People deserve to know how their money is being spent.

Instead, the current approach allows BDL to convert and spend taxpayer resources unilaterally, leaving Parliament with reduced practical control over public funds. Even if you support recapitalizing BDL with public money, it should be done transparently and through Parliament. Letting any public institution spend billions outside meaningful parliamentary oversight is a terrible idea.

📌وأُقرّ قانون إصلاح المصارف، غير أنّ صندوق النقد الدولي يطالب بتعديله جوهرياً. ثم مرّرت الحكومة مشروع «قانون الفجوة المالية»، فإذا به يتحوّل إلى ساحة صراع مفتوحة: عليه ملاحظات قاسية من الصندوق، وصراع محلي شرس لأنّه يلامس جوهر توزيع الخسائر . مصرف لبنان يعارضه وجمعية المصارف تحاربه لأنّه يقترب من المنطقة التي اعتادت المنظومة إحاطتها بالضباب: من يتحمّل الخسائر ؟ كيف؟ وبأي ترتيب؟ وفي المحصلة استسهلوا القص من جلد المودعين أولاً

📌وفي الخلفية، تستمر المصارف كـزومبي: قائمة شكلاً، عاجزة وظيفياً، لا تموّل اقتصادًا ولا تستعيد ثقة. وفي موازاة ذلك يتمدّد اقتصاد الكاش كمرضٍ اجتماعي–مالي: هكذا يصبح «الاستثناء» نظامًا دائمًا، وتتحوّل الدولة إلى إدارة مؤقتة لخرابٍ طويل.

📌أما التدقيق الجنائي، الذي وُعدنا به كمدخل للمحاسبة وكشف الحقيقة، فقد تحوّل إلى عنوانٍ أجوف: وعدٌ آخر أُضيف إلى لائحة الوعود الكاذبة.

📌أما موازنة 2026، فهي ترقيعية: لا إصلاح فيها، ولا مقاربة عادلة تُحمّل الأكثر قدرة نصيبًا أكبر من العبء الضريبي . لذلك لم يكن مفاجئًا أن يسجّل صندوق النقد والبنك الدولي ملاحظات واضحة عليها: موازنة تُدير الأزمة بدل أن تبدأ بمعالجتها، وتدور حول الإصلاح بدل أن تقتحمه.

📌تتقن هذه الحكومة كما سابقاتها الهروب من الملفات الساخنة التي تلامس مصالح نافذة ومصادر ريع فاحشة ناهشة: التعديات على الأملاك البحرية، تعديات ومخالفات المقالع والكسارات وشركات الإسمنت . يُحكى عن هذه الملفات لإبراء الذمة ، ثم تُغلق حفاظاً على مصالح النافذين الهازئين بالدولة.

📌ثم يأتي الإصلاح الإداري بوصفه الوعد المؤجَّل دائمًا: يُرحَّل كأنه ترف، فيما هيكلة القطاع العام تُحاصرها محاذير سياسية وشعبية، فتُترك الدولة رهينة توازنات الخوف والمزايدة، لا منطق الكفاءة والفعالية.

📌وفوق ذلك كلّه، تُستكمل الحلقة الأكثر استفزازًا: تعيين هيئات ناظمة برواتب خيالية مقارنة بمتوسط رواتب هزيلة في القطاع العام، ما أشعل حفيظة مئات آلاف الموظفين العامّين المطالبين بزيادات تحفظ الحدّ الأدنى من الكرامة المعيشية. الرسالة التي تلتقطها الإدارة ليست إصلاحًا، بل تمييزًا فاضحًا: دولة تُغدق على قِلّة وتطلب من الأكثريّة الصبر. والنتيجة شبه محسومة: إمّا زيادات عادلة، وإمّا احتجاجات وإضرابات… أي مزيد من الشلل في الإدارة والخدمة العامة، ومزيد من الانهيار في ما تبقّى من الثقة بين الدولة وموظفيها وشعبها.

📌وحتى حين أعلنت الحكومة «آلية للتعيينات» على أنها بداية قطيعة مع الزبائنية، سرعان ما تحوّلت إلى ورقة واجهة: تُخرق عند أول امتحان، ولا يُؤخذ بها كما ينبغي، فتعود المحاصصة إلى سابق عهدها

📌وإذا كان ثمة ملفّ يلخّص هذا الانحدار كلّه، فهو الكهرباء: مهزلة مستمرّة بلا انقطاع—خطط تتوالد، وعود تتبخر وفشل يتمدد والخلاصة الأقسى هي ان إدارة الدولة عموماً. باتت تشبه إدارة كهرباء لبنان

📌وفوق كل ذلك، لا احترام فعليًا لقانون الشراء العام: تُدار التلزيمات بمنطق الالتفاف ، وتُمرَّر الملفات الحسّاسة بالتراضي، فيما الأمثلة كثيرة—من تلزيمات ستارلينك إلى ملف مطار القليعات.

📌ووعدونا بإصلاح اقتصادي بنيوي يعيد بناء نموذج الإنتاج ويخلق فرص عمل. فإذا بنا مستمرّون في الدوّامة نفسها: اقتصاد غير منتج، غير مولِّد للقيمة، ولا قادر على تشغيل شبابه. النتيجة تُكتب يوميًا على دفاتر المطارات: عشرات آلاف الشباب يهاجرون لأنّ الدولة لم تبدأ بالإصلاح الاقتصادي ، بل اكتفت بإدارة الانهيار وتعميم الخيبات.

📌والأخطر أنّ بعضهم يفرح بمؤشرات «ازدهار» استهلاكي—مطاعم ممتلئة، مواسم مزدحمة، —كأنّها دليل عافية. فيما الحقيقة أبسط وأقسى: هذا ازدهار مُضلِّل في اقتصادٍ مستورد بامتياز ويصدّر بتواضع شديد. ازدهار يقوم على ضخّ العملات إلى الخارج لا توليدها في الداخل، وعلى الاستهلاك لا الإنتاج، وعلى صورةٍ لامعة فوق أرضٍ رخوة. وهذا ما يجعله خطيرًا: لأنّه يروّج للوهم، ويُطيل عمر الاختلال، ويؤجّل الإصلاح…

📌ويُضاف إلى كل ذلك فشل ذريع في لجم التضخم الذي ينهش القدرة الشرائية، ويضرب الفقراء وأصحاب الدخل المحدود والذين لا يملكون لا أدوات تحوّط ولا هوامش صبر. أسعار ترتفع، أجور جامدة، وشبكات حماية شبه معدومة. وهكذا يتحوّل التضخّم من ظاهرة نقدية إلى عقوبة اجتماعية، تُعمّق اللامساواة ، فيما الدولة تكتفي بالمشاهدة… وكأنّ إفقار الناس تفصيل ثانوي في دولة الأوليغارشية والمحتكرين والبنكرجية والساسة الفاسدين حتى النخاع!

📌لن يطأ مصرفيٌّ واحدٌ عتبة السجن. ولن يُحاسَب وزيرٌ أو نائبٌ أو مديرٌ كان شريكًا في تبديد أموال الناس ومدّخراتهم. كأنّ البلاد اتفقت على جملةٍ واحدة: الجريمة هنا تمرّ، ثم تُنسى.

📌زعماء الطوائف نفضوا أيديهم… وغسلوها من دماء المودعين. لا محاكمات تُفتح، ولا مرافعات، ولا أحكام. ستعبر سرقة العصر كما تعبر العواصف في مدينةٍ اعتادت الخراب: ضجيجٌ كثير، ثم صمت.

📌ومثلها مثل جريمة انفجار المرفأ، ستمرّ قضية المودعين مرور الكرام، بلا متّهمٍ واضح، وبلا مسؤولٍ يُسمّى، وبلا عدالةٍ تُنجز. ملفٌّ ثقيل يُدفع إلى الهامش، ثم يُطوى… وكأنّ وجع الناس تفصيلٌ، وكأنّ الخراب مجرّد خبرٍ قديم.

📌لن تكون هناك مساءلة ولا محاسبة. لأنّ من هم في السلطات السياسية والنقدية والمصرفية شركاء في السرير نفسه؛ ولأنّ «توازن الرعب» الطائفي هو الذي يقرّر من نحاسب ومن لا نحاسب… والنتيجة واحدة: لا نحاسب أحدًا.

📌كيف سيحاسب زعيمٌ فاسد مصرفيًّا فاسدًا، إذا كان الاثنان شريكين في الجريمة؟ وكيف سيحاسب نائبٌ حكومةً حزبه ممثَّل فيها، وحصّة طائفته مضمونة سلفًا في نظام التحاصص؟ في هذا البلد، من يملك مفاتيح السلطة يملك أيضًا مفاتيح الإفلات من العقاب: يراقبون أنفسهم، ثم يبرّئون أنفسهم.

📌كيف لا، ونحن في وطنٍ تتقدّم فيه الميليشيات على الدولة، والسلاح على القانون، والزعامة على العدالة؟ منذ الحرب الأهلية وهم يتقنون فنّ غسل الأيدي الملطخة بالدماء: يرتكبون الموبقات ولا يرمش لهم جفن، لا يخافون أحدًا… بل يحتقرون الناس.

📌والمودعون، مسلوبو الحقوق، يتوزّعون بين هذا الولاء وذاك: من يلوذ بطائفته، ومن يحلف بحياة الزعيم، ومن يتعلّق بظلّ رجل دين… ثم يكتشف، متأخرًا، أنّ ولاءه لم يحمه من السلب، ولا طائفته أعادت إليه حقه. ورغم ذلك يبقى خروفاً في قطيع.

📌ومصرف لبنان، مركز زلزال الأزمة، بقي على حاله. لم يتغيّر فيه الشيء الكثير، ولم تتبدّل قواعد اللعبة. خزائن أسراره لن تُفتح، والدفاتر التي تعرف كيف تبخّرت الودائع ستظلّ مقفلة، كأنّ الحقيقة خطرٌ على “الاستقرار”، وكأنّ كشفها ترفٌ لا يليق ببلدٍ اعتاد أن يُدار بالعتمة.

📌أما وزارة المال، فبعد سنواتٍ من الإنفاق والتبذير والفساد، تعود اليوم لا لتُصلح، بل لتستوفي. تمدّ يدها إلى جيوب الناس بالرسوم والضرائب، ببرودٍ كامل، غير عابئةٍ بمن خسروا تعب العمر، ولا بمن أُنهكوا حتى آخر قدرة على الاحتمال. تجبي من "المعترين" وتحمي الأوليغارشية.

📌وهراءٌ الكلام عن أنّ لبنان بلد “الأبجدية”، وهراءٌ الكلام عن أنّ ميزته التفاضلية في “ثروته البشرية” المتعلّمة والمثقفة. فهذه الموارد البشرية نفسها غائصةٌ حتى أذنيها: إمّا في منطق المافيا، وإمّا في منطق الميليشيا. قلةٌ تحاول النجاة خارج القطيع، وأكثريةٌ تُجيد التكيّف… ثم تستغرب لماذا لا تولد دولة قانون ومؤسسات من رحم هذا التواطؤ الغريب، المعيب والمريب.

📌هكذا تُمحى آثار الجريمة: لا محاسبة على ما مضى، ولا كشفٌ لما خُبِّئ، ولا حمايةٌ لمن نُهبت أمواله وتدمّر مستقبله ومستقبل أبنائه. فقط فاتورةٌ جديدة تُسلَّم للضحايا… باسم الحلف البنكرجي الطائفي المجرم.

📌وهكذا صار لبنان مقبرةً تُوارى فيها الحقوق، ومسلخًا تُذبح فيه الحقيقة على مرأى من العالم أجمع.

Deradicalization is the word of the day. Not of Israel, its genocidal apartheid regime, and the fanatic society that sustains it and drives it to ever greater extremes. But of the Palestinians it has dispossessed, of those who have lived under its jackboot for almost eight decades, and particularly of Palestinian society in the Gaza Strip that has experienced two years of genocide.

It is the main item of the first article of the Trump-Netanyahu twenty-point initiative. Needless to say it has been enthusiastically embraced by the editors of the New York Times. One can similarly imagine the NYT reporting from Poland in 1943 and publishing an editorial that sanctimoniously proclaims that the main impediment to peace in Europe is the Bolshevik virus that has infected the continent’s Jews.

The concept of deradicalization has a long pedigree. At heart, it is based on the premise that colonial subjects have no grievances towards their foreign rulers. They are empty vessels, with not a thought in their heads, happily farming fruit and vegetables in their sunny fields, grateful for the many improvements their overlords have generously bestowed upon them.

More to the point, they are so backwards and ignorant they are completely unaware that they can or should have grievances. Until, that is, nefarious outsiders appear on the scene and plant diabolical ideas about freedom, equality, and liberation in their simple minds, and terrorize them into participating in revolts and rebellions.

The natives, duly infected with ideas like independence, social justice, and the redistribution of wealth, need to be deradicalized so that the natural order of things can be restored. The outside agitators need to be cleansed from the body politic, and the natives re-educated to once again thoughtlessly till the fields, concerned only about the harvest and making sure the chickens have enough to eat.

The Palestinian case is no different. They hate Zionism and Israel only because they have been taught and terrorized into doing so by Haj Amin al-Husseini, Yasir Arafat and the PLO, Hamas, and of course UNRWA. If we can only reform the Palestinian school curriculum yet again, Palestinians will learn to peacefully co-exist with dispossession, apartheid, and genocide.

Imagine, for a moment, that Palestinian schoolchildren were to start the day singing Hatikva, are taught that the Holy Trinity in fact consists of Yitzhak Shamir, David Ben-Gurion, and Theodor Herzl, spend an hour a week studying Binyamin Netanyahu’s addresses to Congress, dutifully rising from their seats every time the seals that swim in the Capitol give him yet another standing ovation, and are made to chant “Death to the Arabs” a dozen times before going to sleep under a Maccabi Tel Aviv poster.

Does anyone in their right mind genuinely believe Palestinians can be taught to peacefully co-exist with dispossession and oppression?

If Palestinians are indeed radicalized, the agents of their radicalization are Israel and its policies, not least its compulsive murder of their children. The only available formula for deradicalization is Palestinian rights, first and foremost their inalienable right to self-determination.

The beauty of Trump’s initiative is that “deradicalization” is not defined, and with ever-shifting goalposts moved at Israel's discretion can therefore never be achieved. And until it is, Israel will be free to continue radicalizing Palestinians with its bombs, bullets, and bulldozers with total impunity.

Israel failed in conducting the ethnic cleansing of Gaza, but they have destroyed it completely. They should have been forced to pay reparations for the inhuman destruction they have caused.
It is important to stop the genocidal war and to alleviate the humanitarian suffering but the Trumps plan ignored the Palestinians and the root cause of the conflict which is the Israeli occupation and apartheid . The plan is full of mines that can explode the whole situation.
There are no guarantees that Netanyahu will not reactivate his genocidal war after he gets back the Israeli captives.The Israeli troops will stay in Gaza for a long time and there are no guarantees of full withdrawal.
The worst mine is the imposition of foreign rule on Palestinians in Gaza, which will separate the Gaza Strip from the West Bank and undermine any potential of an independent Palestinian state.
