Everyone has to abide by those laws, even Ministers.
If a Minister does something that breaks a law it is the job of the civil service to advise them of that.
Ministers can propose changes in the law and have Parliament pass them.

Fast chargers work for people without home charging but reduces the cost benefit.
Cost benefit will disappear once tax from petrol drops
