To declare, [I say], at this time his righteousness: that he might be just, and the justifier of him which believeth in Jesus.
The point is made are over and over again. The gospel is all about Godβs righteousness.
βGodβs righteousness appearing without the condemnation of the law (Rom 3:22);
βGodβs righteousness available through Jesusβs works and given to believers (Rom 3:23);
βGodβs righteousness declared by forgiving all sins of the past (Rom 3:25); βGodβs righteousness declared by His own justice (Rom 3:26).
Romans 3:25 (KJV)
Whom God hath set forth to be a propitiation through faith in his blood, to declare his righteousness for the remission of sins that are past, through the forbearance of God;
Romans 3:22 (KJV)
Even the righteousness of God which is by faith of Jesus Christ unto all and upon all them that believe: for there is no difference:
Notice: Godβs righteousness comes by the faithful work of Godβs Son. It is given to all that believe.
The faith of Christ (Rom 3:22; Gal 2:16; Gal 2:20; Phil 3:9; 2 Tim 2:13) is not the same thing as oneβs faith in Christ (Eph 1:15; Col 1:4; 2:5; 1 Tim 1:14).
It is His faith that saves ALL who believe. See Ephesians 2:8-9 as well.

But now the righteousness of God without the law is manifested, being witnessed by the law and the prophets;
The first 18 verses highlighted the righteousness of man, which is awful.
19-20 eliminates the law as a means to attain the acceptable righteousness. 21-22 is the only wayβGod imputes/ascribes His own righteousness to the account of the sinner who believes the gospel of Jesus Christ.
