The FIR registered in the tragic case of Shehla’s death is so weak that even a layman can identify its loopholes. Instead of building a strong case, irrelevant sections like 365B (kidnapping) and 302 (murder) have been added, which do not fit the facts. This is a deliberate sabotage of the victim’s case at the initial stage.
What should have been included are the sections that directly deal with harassment, blackmail, and abetment of suicide:
1. PPC 306 – Qatl-e-amd by abetment (causing death indirectly)
2. PPC 311 – Ta’zir for abetment (punishment when Qisas is not applicable)
3. PICA Section 20 – Offences against dignity of a natural person
4. PICA Section 21 – Offences against modesty of a natural person
5. PICA Section 24 – Cyberstalking
6. PICA Section 25 – Spamming/blackmail with messages
A young girl, Shehla from Mulkhow Upper Chitral, ended her life just weeks before her ruksati. In a note she named her blackmailer, wrote his phone number and stated clearly that if anything happened to her, he would be responsible.
Her family immediately handed over the note and evidence to the police. Yet even after 12 days, no FIR has been registered, no investigation began. Locals allege the accused is related to a powerful officer, a connection that has left the police silent.
What could be more heartbreaking? A daughter pleaded for justice even in death but those sworn to protect chose instead to shield her tormentor.
Chitral is already bleeding from a wave of suicides. If Shehla’s case is buried, it will embolden blackmailers, silence victims, and send a message that influence is stronger than law.
Register the FIR. Bring the blackmailer to justice. Prove the law still belongs to the people.
