The Small Business Administration just ordered every company benefiting from the 8(a) "socially disadvantaged" minority contracting program to turn over detailed financial records, including general ledgers, bank statements, payroll registers, and subcontracting agreements.

Deadline: January 5. Those who don't comply lose their eligibility.

SBA Administrator Kelly Loeffler says the program has become "a pass-through vehicle for rampant abuse and fraud," especially after Biden raised the minority contract target from 5% to 15% of all contracting dollars.

Here's how the scam works:

A company qualifies as "disadvantaged" based on minority ownership, wins a sole-source contract without competition, then subcontracts the actual work to non-minority firms while skimming a cut as the middleman.

James O'Keefe caught one firm admitting exactly this on camera.

ATI Government Solutions, an 8(a) company based on Native American ownership but run by whites, landed a $100 million contract, kept $65 million, and paid another firm $35 million to do the work.

Another case:

A "disadvantaged" contractor bribed a USAID official $1 million and received over half a billion dollars in contracts.

Three people pleaded guilty.

The records are being requested in CSV format, suggesting AI will help identify fraud patterns across 4,300 contractors.
