10. Technically, dawn break means when the very first sun ray appears on the dark horizon of dawn. The entire sun need not appear.
On the other hand, Iftār starts from when the 'night begins'. That is from when the entire sun sets (ghurūb), even if afew rays remain/reflect.
9. Imsāk starts from 'dawn break'. As it is impossible today to establish the exact dawn break on a daily basis, it is recommended that one does Imsāk 15/20 minutes before the second fajr adhan. Eating, drinking and intercourse are allowed beyond the first adhan up to dawn break.
Anas(ra) narrates that the prophet ﷺ said to Ubayy bin Ka'b(ra): "Allah(sw) has ordered me to teach you the Qur'an. Ubayy(ra) marvelled and asked, "Did He name me (by name)?!" The prophet ﷺ replied "yes! He named you!". Whereupon Ubayy (ra) began to weep and weep.

نَحْنُ الَّذِينَ إِذَا وُلِدْنَا بُكْرَةً
كُنَّا عَلَى ظَهْرِ الْخُيُولِ أَصِيلًا
We are those who, when we are born in the morning,
By evening! We are already on the backs of horses!
