高市首相はG7サミット（仏・エビアン）に先立ち、英伊両国を訪問するスケジュールをたてました。主な目的は、3カ国で2035年の配備を目指す次世代戦闘機（GCAP）の共同開発を巡り、首脳レベルの結束を確認することです。

GCAPは、AIによる操縦支援や無人機連携、高度なステルス・レーダー性能を誇る第6世代機です。開発改修の「主導権（自由）」を求める日本と、数兆円規模の巨額な開発費を分担する強力なパートナーを求めていた英伊の利害が対等な立場で一致したことで、この枠組みが誕生しました。戦後初の米国外との共同開発ですが、日米のシステム連携（相互運用性）の担保や、米国内の防衛産業の逼迫を背景に、米国からも公式な支持・了承を得ています。

直前までイギリスの財政難に伴う予算拠出への懸念（英国リスク）がありましたが、日本側の外交圧力に加え、「英の後に伊を訪れる」という戦略的スケジュールが英国への無言のプレッシャーとなり、英財務省による約1.3兆円の予算方針決定を後押ししました。

一連の歴訪は、懸念を払拭して3カ国連合の絆をロックし、「欧州とインド太平洋の安全保障は不可分」という強いメッセージをG7サミットへ繋ぐ重要な外交成果となったと思います。
