Hosted Ms. Fatima Mohamed-Cole, UNHCR Representative to Kenya, for discussions on strengthening collaboration between the Ministry of Health, the Kenya Medical Training College (KMTC) and UNHCR in advancing health workforce development and expanding access to quality healthcare training for refugees and host communities.

We reviewed progress at KMTC Lodwar Campus, where the partnership has enhanced training capacity through improved infrastructure, modern learning facilities and scholarships supporting both refugee and host community students.

Since its inception, the programme has enrolled 175 learners in community health nursing and nursing upgrading courses, helping build a skilled workforce to support Universal Health Coverage (UHC).

We also explored plans to replicate this success through the establishment of a KMTC campus in Dadaab, Garissa County, in line with the Government's Shirika Plan.

We reaffirmed our shared commitment to developing a resilient health workforce and strengthening health systems in refugee-hosting regions to ensure equitable access to quality healthcare services for all.

I was joined in the meeting by Principal Secretary for Public Health and Professional Standards Ms. Mary Muthoni, KMTC CEO Dr. Kelly Oluoch alongside UNHCR and senior officials from the Ministry.

KMTC Leadership Undertakes Finance and e-GP Governance Training

In a strategic step toward enhancing transparency, accountability, and financial governance, KMTC Board of Directors together with Senior Management undertook a five-day intensive training on Finance for Non-Finance Directors and the Electronic Government Procurement (e-GP) system. The programme was facilitated by experts from the Kenya School of Government and held in Mombasa, from 24 – 28, November, 2025.

The training aimed at deepening the College leadership’s understanding of financial stewardship in public institutions, equipping them with broader skills in financial planning, government budgeting, public procurement, and assurance frameworks. It also provided hands-on insights into the newly implemented e-GP process, a mandatory digitized platform for all public procurement transactions, introduced to boost transparency and strengthen accountability across government institutions.

Participants were taken through a number of modules including risk management in the public sector, public financial management systems, financial reporting and analysis, procurement, audit interpretation, and compliance responsibilities expected of Board members. Central to the training was the role of leadership in promoting ethical financial practices and ensuring adherence to institutional and national accountability standards.

The facilitators emphasized that competent financial leadership is not optional for public bodies it is a legal and ethical imperative. They also emphasized on the Head of Public Service’s call for zero-fault audits in public institutions as well as the consequences for infractions on financial stewardship in public institutions.

The programme was coordinated by the Corporation Secretary Ms. Caroline Muchina, whose office leads governance alignment within the College.

New Kshs. 200 million KMTC Mandera Campus gears up for opening

The Kenya Medical Training College (KMTC) in Mandera is preparing to unveil its multimillion-shilling Campus.

The construction of the Kshs. 200 million project began in 2018, funded by the County Government of Mandera and the Equalization Fund.

During the Board's visit led by Chairperson Mr. Joseah K. Cheruiyot on Thursday (March 14, 2024), major construction works were already completed.

At the site, a water-drilling machine was in operation as contractors finalized steps to provide alternative water supply.

Upon entering the town, the impressive Campus will be hard to miss.

Its mega gate will immediately catch your eye, followed by a magnificent administration block, classrooms, laboratories, a 1000-capacity multipurpose hall, and student hostels.

The Campus is situated on a well-fenced, 19-acre plot of land adjacent to the Mandera Teachers Training College.

"What a remarkable facility," said Mr. Cheruiyot. "It is truly impressive," he continued.

During a courtesy call on Governor Mohamed Adan Khalif, Mr. Cheruiyot expressed gratitude for the establishment of the Campus, highlighting its potential to attract students from neighboring Ethiopia and Somalia.

CEO Dr. Kelly Oluoch commented, "I understand that Mandera, as a marginalized county, faces numerous development challenges, but the construction of this facility demonstrates the Governor's dedication to healthcare."

He disclosed that the College has contacted regulatory bodies to evaluate the suitability of the facility for hosting Nursing and Clinical Medicine, among other courses.

Addressing the challenges with healthcare human resources, the Governor explained, "We've had health workers assigned here, but unfortunately, many don't stay, leaving our facilities understaffed."

"We initiated the construction of this facility for this reason. We aim to produce healthcare professionals to serve our community," he added.

The Governor revealed that the County has allocated funds to cover over 50 percent of learning expenses for local students.
