Numerous research scholars have pending requests, and CSIR lacks proper communication with PhD scholars and their host institutes. The irony is that the council itself doesn't know how to accept the documents from beggars even after 4 months. Don't know about higher authorities as they are too busy to respond to any query from poors. @CSIR_IND@AIRSAIndia
