I am in Train no.13034
People are loaded without tickets in sleeper class.(No Rpf available)

Why to book fare and pay for the tickets when you will not get any assurance by the Indian Railway that you are going to sit and have a smooth journey?
Do sleeper class dont deserve water backup? Or RPF?
