As we have achieved a 100% project completion on the seven federal universities under the EEP II funded by the World Bank and implemented by the REA, we are currently at 60-80% completion of the EEP III project funded by the @AfDB_Group and implemented by the REA.

I’m glad to have received progress reports on Modibbo Adama University, Yola and Federal University of Dutsin-Ma, Katsina. A lot has been done and work keeps proceeding. Control rooms and switch gears are being installed, cables are being laid, and the World-class Training Centres where students and members of the community can receive training on renewable energy technologies are also being constructed.

Local solar PV manufacturing is key to Nigeria’s energy future—cutting costs, creating jobs, and powering rural communities. It was great visiting Levene Photovoltaic Technologies’ (LPVT) plant in Ikotun, Lagos, and seeing progress on local manufacturing of solar photovoltaic panels in Nigeria.

I’d like to reaffirm the government’s commitment to local content in the renewable energy sector and reiterate what’s possible when innovation, investment, and policy align.

Imām al-Ghazālī mentions that Sayyidah ʿĀʾishah narrated: “Rasūlullāh ﷺ was mending his sandals while I was spinning yarn. I looked at Rasūlullāh ﷺ and saw that his forehead began to sweat, and 𝗵𝗶𝘀 𝘀𝘄𝗲𝗮𝘁 𝗿𝗮𝗱𝗶𝗮𝘁𝗲𝗱 𝗹𝗶𝗴𝗵𝘁. I was astonished.

He looked at me and said, ‘What makes you astonished?’

I replied, ‘Yā Rasūlullāh, I looked at you and saw your forehead sweating, and your 𝘀𝘄𝗲𝗮𝘁 𝗽𝗿𝗼𝗱𝘂𝗰𝗶𝗻𝗴 𝗹𝗶𝗴𝗵𝘁. If Abū Kabīr al-Hudhalī had seen you, he would have known that you were more deserving of his poetry.’

He said, ‘And what does Abū Kabīr al-Hudhalī say, O ʿĀʾishah?’

I said: “A man free from every impurity,
Untouched from the filth of menstruation, the corruption of a nursing mother, or any hidden ailment.

And when you look at the radiance of his face,
It shines like the lightning of a rain-bearing cloud.”

Rasūlullāh ﷺ then put down what was in his hand, came to me, kissed me between my eyes, and said:

‘May Allāh reward you, O ʿĀʾishah, for the joy you have brought me is as great as the joy I feel for you.’”

[Imām Murtaḍā al-Zabīdī, Ithāf al-Sādah al-Muttaqīn bi-Sharḥ Iḥyāʾ ʿUlūm al-Dīn, Vol. 9, Page 216]

Sayyidunā Ḥassān ibn Thābit also stated:

“Whenever 𝗵𝗶𝘀 𝗳𝗼𝗿𝗲𝗵𝗲𝗮𝗱 appears in the dark night,
𝗜𝘁 𝘀𝗵𝗶𝗻𝗲𝘀 𝗹𝗶𝗸𝗲 𝗮 𝗯𝗿𝗶𝗴𝗵𝘁𝗹𝘆 𝗹𝗶𝘁 𝗹𝗮𝗺𝗽 𝗼𝗳 𝗱𝗮𝗿𝗸𝗻𝗲𝘀𝘀.

So who was or could ever be like Aḥmad (ﷺ),
A structure of truth or a punishment for the heretic?”

The Holy Prophet ﷺ had a radiant forehead. When his forehead appeared from between his hair or emerged from the parting of his hair, or when he faced the people at night, his forehead would shine as if it were a glowing lamp.

I am currently in Dar es Salaam, attending the Mission 300 Africa Energy Summit, hosted by the United Republic of Tanzania in collaboration with the African Union, the African Development Bank Group (AfDB), and the World Bank Group.

This impactful summit, which concludes today, has brought together leaders to collaborate on achieving universal energy access for 300 million Africans by 2030. A significant highlight of the summit is the International Finance Corporation (IFC) partnering with five Renewable Energy Service Companies (RESCOs)—Havenhill Synergy Ltd., Prado Power Ltd., PriVida Power Ltd., Sosai Renewable Energies Ltd., and Virtuitis Solaris Ltd.—to expand mini-grid projects in Nigeria. This effort is part of the World Bank Group's Nigeria Distributed Access through Renewable Energy Scale-up (DARES) project.

As the implementing agency for the Nigeria DARES project, the Rural Electrification Agency (REA) plays a pivotal role in:

✅ Coordinating the mini-grid expansion initiative, ensuring alignment with Nigeria's rural electrification goals.
✅ Creating an enabling environment that promotes private sector participation in off-grid electrification.
✅ Facilitating access to financing from the World Bank and IFC to scale-up renewable energy infrastructure.
✅ Prioritising underserved and unserved communities, ensuring equitable access to electricity for those who need it most.

As my Minister, Chief Adebayo Adelabu, aptly stated, "The road to achieving our universal access goal by 2030 is impossible without partnership, cooperation, and collaboration. The Government cannot achieve this alone; the private sector—both local and international—must play a critical role."

I am also deeply honoured to have Mr Wale Edun, the Honourable Minister of Finance and Coordinating Minister of the Economy, underscore the transformative potential of this partnership in combating energy poverty across the continent.

This initiative, which aims to provide electricity access to 400,000 Nigerians, is a crucial step toward achieving the REA’s mandate of expanding sustainable energy access, particularly in rural and remote areas of Nigeria. Together, we are making strides toward transforming the energy landscape and bridging the gap for millions of Nigerians.

Testament to our collective commitment to bridging the energy access gap and unlocking the vast economic potential of rural communities across Nigeria, the REA successfully held a roundtable discussion yesterday in partnership with the Kogi State Government.

In the REA’s effort to advance distributed renewable energy solutions and take power to unserved and underserved communities, we brought together key stakeholders including financiers with an investment portfolio totalling about $2 billion and leading Renewable Energy Service Companies (RESCOs) to meet with the Government of Kogi State.

With electricity being the foundation upon which innovation and economic growth can blossom, the Kogi State Government took a decisive step to create a sustainable electricity market by enacting the Kogi State Electricity Act and establishing a State Electricity Regulatory Commission, hence creating a business-friendly environment for investors. The Executive Governor of Kogi State, HE Ahmed Usman Ododo, vowed that his administration will show unwavering support for RESCOs through:

✅ Flexible infrastructural support
✅ Expediting administrative processes
✅ Ensuring community buy-in
✅ Security and protection of investments, and others.

I am pleased to see the Governor @OfficialOAU ensure we hit the ground running after our earlier discussion in December 2024, and I look forward to the implementation of the many projects across the beautiful Kogi State.
