Sources familiar with the appointment process confirm that Juneja’s candidature has topped the shortlist following internal evaluations and interviews, and formal notification is expected in the coming days.

Juneja, a 1989-batch IPS officer, holds the rare distinction of being the longest-serving DGP in Chhattisgarh’s history — appointed as acting DGP in November 2021 under the Congress-led Bhupesh Baghel government and later confirmed as full-time DGP in August 2022. Notably, he also secured two consecutive six-month service extensions after his scheduled retirement, effectively holding onto the top post even as political winds shifted under the BJP government.

This bureaucratic longevity, however, has not come without friction. A senior BJP functionary, known for his sharp critiques, remarked, “Many of us raised concerns — Juneja was widely perceived as working hand-in-glove with the Congress regime, especially in soft-pedalling sensitive investigations flagged by the Enforcement Directorate and Income Tax. Despite multiple complaints, he not only survived but strengthened his grip. Now, seeing him poised for CIC — it leaves many in the party questioning what accountability even means anymore.”

Outside political circles, the journalistic community is bristling with deeper discomfort. A veteran reporter who faced severe press crackdowns during the Congress tenure reflected: “Juneja didn’t earn his ‘phantom’ reputation lightly. Throughout his years as DGP, he maintained an incognito stance, systematically dodging public queries and denying critical information that was in the public interest. Only select insiders with political proximity had any access. So now, handing him the responsibility of Chief Information Commissioner — the very guardian of transparency — feels not just contradictory but a betrayal of the public’s right to know.”

Political observers caution that this potential appointment, while procedurally valid, could carry symbolic weight far beyond administrative circles. It raises questions about whether political convenience is now the ultimate qualifier for posts designed to uphold institutional integrity. Even critics admit Juneja’s survival skills are impressive, but they warn that entrusting him with the CIC post risks turning a cornerstone of public accountability into yet another bastion of political recycling.

The coming days will reveal whether the government formalises Juneja’s appointment — and whether the public perceives it as a routine placement or a sharp commentary on the deeper currents shaping Chhattisgarh’s governance ethos.
