The elites of any civilisation have always been the wealthy – but the kind of wealth matters.
Across Greece, Rome, China, and Japan, societies recognised a basic political fact: the merchant class, however successful, pursued its own gain and was kept at arm's length from political power.
This was not a claim that wealth is immoral, but rather a recognition that landed aristocracy and commercial wealth produce different loyalties.
A landowner's fortunes are tied to the stability and long-term health of the state, and his prosperity depends on the survival of the polity because his wealth is rooted in the land.
Merchant wealth, by contrast, is mobile and easily detached from any single community. It can be shifted, hidden, or relocated the moment conditions change.
Landed elites were not immune to corruption, but their abuses were constrained by ties to the land. Merchants, by contrast, are financial nomads who can plunder cities or empires and vanish before the damage settles.
The wealthy landed aristocracy is anchored to the commonwealth, but the merchant is loyal to his coffer and abandons the city the moment it ceases to serve his interests.
