So you have to consider that the original order likely started with "honor thy father and mother" followed by very simple rules to keep a society functional while on the move. You wouldn't create a codex of laws when you are a tribe in exodus.

Next time you read the commandments, consider that the order was based on people before it was based in Gods name.
