@RBReich As you know. The insurance subsidies that sunset were temporarily due to Covid. Obama didn't add them in the original ACA Biden did in Covid relief bill. If he or the Democratics in Congress wanted them to be longer they would have voted on them to be longer.

As far as VAT being regressive. In its simplest form if everything purchased is included, it is. If you have a carve out for groceries it's less so. Another way is give a tax credit/refund based on income. As mentioned in original post you would have to file for the refund

They buy another business and operate it at a tax loss. They donate to charities to offset income.

The Answer is zero. GDP is Gross Domesic Product. It is the value of goods and services produced in the US. Investments should in the future raise GDP but other that they are unrelated.
