My complete #Budget2026 speech in the Sindh Assembly today.

Spoke on the need for tobacco tax, the challenges of rapid population growth, water shortage in Sindh, the importance of the NFC Award/BISP, Sindh’s inclusive development and PPP’s historic role in securing and protecting provincial rights. Also highlighted the conspicuous silence of other political parties on issues that matter most to the people.

It is ironic that those who have named entire portfolios of development projects in one province after their family object to a programme named after Pakistan’s martyred leader SMBB.

BISP is the only national structure in place to reach out to the poor. World Bank estimates that BISP generates economic activity worth Rs174 billion annually, returning nearly 25% of its cost to the national exchequer.

The same pro-poor vision guides Sindh’s policies: over 1 million climate-resilient homes built under SPHF, ownership rights vested in women, more than 1 million jobs created. With investment in healthcare, Sindh has brought down the infant mortality rate 2.9% against the national average of 5.4%. #Budget2026

At a time when provinces are bearing the cost of federal revenue gaps, Sindh continues to lead in tax collection. I recommended in my #Budget2026 speech that we should also explore innovative measures within our constitutional domain, including taxing service-related components of tobacco products. With an estimated Rs500 billion lost annually to tobacco tax evasion, there is significant untapped revenue that can support public welfare while discouraging harmful consumption.

Tragic, tragic day for entire #PPPFamily. For everyone who stood by her throughout this difficult journey and prayed for a miracle, this loss is deeply painful. She fought with remarkable courage until her very last breath. Life can be heartbreakingly unpredictable and cruel at times.

If you care to listen to the speech, or just bother checking the pictures I have attached, you’d know that BBZ clearly stated that the levy was imposed as a “temporary” measure post-floods 2011 - categorically stating that it should NOT have remained in place till the day.

Chairman @BBhuttoZardari rightly raises the issue of petroleum levy in his budget speech. Petroleum levy was imposed post-floods as temporary measure & is unfairly being extracted from the people till the day. This is direct burden on the public to make up for FBR shortcomings!

PPP did not give “unlimited power” to impose a petroleum levy in isolation or permanently. Petroleum levy was introduced and justified as a temporary post-flood fiscal measure. The issue here is how a temporary fiscal measure has been carried forward and expanded over time by different administrations within the same framework. The real question is whether its continued use still aligns with the original intent and public mandate and @BBhuttoZardari is rightly raising it.
