In 1530, the Augsburg Confession was presented to Emperor Charles V, becoming a foundational statement of Lutheran belief. Exactly fifty years later, on June 25, 1580, Lutherans published the Book of Concord, which gathered all the official Lutheran confessions into one volume.

The point is, the Middle Eastern wealthy nations aren't really producing much, and oil is the backbone of their wealth. Their leadership is royalty, afforded the best training in some of the most august institutions. That makes much difference
