@arakkisuperstar To me, that suggests the gamemasters look for wow-factor and want to make a spectacle, so the idea of pitting two horribly unmatched contestants from the same district together (or having several weak contestants against the rest) makes for a better 'spectacle.'

@arakkisuperstar I think it *could* have been rigged in the sense that 'entertaining' reapings are made for the better show - if the reapings went as they would, I notice the 11th and 12th districts would have had similar contestants with one teenage, nearly-full-grown boy and one girl.
