No, SA-55 is the PREDECESSOR to Orbit they are not directly the same robot. However they are the same to a degree since Orbot recounts the events of Unleashed in TailsTube.

In Professor Geralds Journal on the first page, It confirms that the journal was retrived shortly after the events of Sonic Adventure 2. It also reveals that Professor Tori has been for a long time even before TailsTube or Chaotix Casefiles took place.
