One point about Virginia's RGGI participation: People often talk about RGGI costs being borne solely by Dominion customers.

Dom ratepayers do bear the greatest share of costs. But a quarter of Va. emissions covered by RGGI allowances come from non-utility power producers.

Starting in January, a power plant that burns fossil fuel must have an allowance for every ton of carbon dioxide coming out of its stack. The revenues will go to these sorts of programs that can help so many Virginians.
