Venezuela may have a legal right to access its own reserves. Delcy Rodríguez does not have a moral right to spend them in the dark.

That is the distinction the IMF appears determined to blur.

The money under discussion is not a conventional rescue package. There is no serious reform program, no austerity framework, no restructuring of the institutions that helped bankrupt the country. Venezuela would simply exchange a portion of its accumulated Special Drawing Rights for hard currency, turning blocked reserve assets into roughly $346 million for earthquake recovery.

On paper, the purpose is unobjectionable: housing, infrastructure, hospitals, water, power, and public services.

On paper, Venezuela has had many excellent plans.

The problem is not whether the reserves belong to the Venezuelan state. They do. The problem is whether the people controlling that state can be trusted with hundreds of millions of dollars that can be moved quickly, awarded through opaque contracts, and hidden behind the familiar language of emergency relief.

They cannot.

Venezuela’s modern history is a record of public wealth converted into private power. Oil revenues vanished. State companies were hollowed out. Infrastructure collapsed while connected officials prospered. Contracts went to insiders, accounts disappeared from public view, and ordinary Venezuelans were told to endure another sacrifice for the revolution.

Now the same political class wants the world to believe that earthquake money will be different because the word “humanitarian” appears on the paperwork.

Why?

Who will control the accounts? Who will select the contractors? Will the names of beneficial owners be disclosed? Will every disbursement be published? Will independent auditors be permitted to trace the money from the IMF transaction to the actual road, hospital, apartment block, or electrical substation?

Those are not technical details. They are the entire issue.

Delcy Rodríguez calls access to the reserves a sovereign right. Fine. Sovereignty also carries responsibility. It is not a blank check, a secrecy doctrine, or a shield against scrutiny. A government that demands control over national assets must also account for how those assets are used.

The IMF should require segregated accounts, public tenders, named contractors, independent audits, milestone-based disbursements, and direct verification of completed work. No verification, no additional release. No public accounting, no legitimacy.

The earthquake victims need houses, clean water, functioning hospitals, and restored power. They do not need another fund laundered through political loyalists while the international community congratulates itself for acting quickly.

Venezuela’s reserves belong to the Venezuelan people.

That is precisely why Delcy Rodríguez should not be allowed to spend them without witnesses.
