राष्ट्रीय महिला आयोग ने हरियाणा के नूंह जिले (मेवात) में प्रचलित ‘पारो’ या ‘मोलकी’ विवाहों की जांच के लिए पांच सदस्यीय जांच समिति का गठन किया है। यह कदम विवाह के नाम पर महिलाओं की कथित तस्करी और शोषण की गंभीर आशंकाओं के बीच उठाया गया है।

‘पारो’ या ‘मोलकी’ से आशय ऐसी प्रथा से है, जिसमें अक्सर अन्य राज्यों के आर्थिक रूप से कमजोर समुदायों से आने वाली महिलाओं को बिचौलियों के माध्यम से लाकर क्षेत्र के पुरुषों से विवाह कराया जाता है। आरोप है कि इस प्रक्रिया में बिचौलियों या महिला के परिवार को धनराशि का लेन-देन भी किया जाता है।

आयोग ने उन रिपोर्टों का संज्ञान लिया है, जिनमें आरोप लगाया गया है कि महिलाओं को क्षेत्र में लाकर पैसे के बदले उनका विवाह कराया जाता है। कुछ रिपोर्ट किए गए मामलों में महिलाओं को कथित रूप से दोबारा बेचे जाने तथा बार-बार दुर्व्यवहार और शोषण का सामना करने की बात सामने आई है। इससे अंतरराज्यीय मानव तस्करी के साथ-साथ महिलाओं के अधिकारों, गरिमा और सुरक्षा के उल्लंघन को लेकर गंभीर चिंताएं उत्पन्न होती हैं।

जांच समिति में डॉ. पी.एम. नायर, IPS (सेवानिवृत्त), पूर्व महानिदेशक, राष्ट्रीय आपदा मोचन बल (NDRF); श्री बी.के. सिन्हा, IPS (सेवानिवृत्त), पूर्व महानिदेशक, हरियाणा पुलिस; सुश्री सीमा सिंह, एसोसिएट प्रोफेसर, दिल्ली विश्वविद्यालय; सुश्री त्रिप्ती भोइर, फिल्म निर्माता एवं अभिनेत्री; तथा श्री मनमोहन वर्मा, विधि अधिकारी, राष्ट्रीय महिला आयोग शामिल हैं।

जांच समिति ‘पारो/मोलकी’ प्रथा की व्यापकता, स्वरूप और इसके संचालन की प्रक्रिया का अध्ययन करेगी। इसमें बिचौलियों की भूमिका तथा राज्य की सीमाओं के पार सक्रिय संभावित मानव तस्करी नेटवर्क की भी जांच की जाएगी।
समिति महिलाओं की कानूनी पहचान, विरासत और अन्य अधिकारों एवं लाभों से जुड़े मुद्दों, हिंसा और शोषण, बाल विवाह, सामाजिक कलंक तथा न्याय और सरकारी सेवाओं तक उनकी पहुंच से संबंधित चिंताओं की भी जांच करेगी।
