The upper age limit for UPSC CAPF AC is 25 years whereas 32 years for CSE (Earlier it was 30 years).
CAPF officers require tough physical strength and mental robustness along with decent intellectual acumen which is effectively judged by the examination pattern so designed.
I opted for CAPF because I loved such an adventurous and challenging life. The Government of India appointed me as a Group A officer that's why I preferred it over State Group B service which I got in a very first attempt without any coaching or serious preparation.
The present issue was never against any service.
It was simply a fight for the right which was given to almost all Group A services, whether selected through CSE or otherwise, except 5 CAPFs.
Officers like me were simply asking for the pay parity which has been systematically denied since 2009, when all other departments implemented the recommendations of the 6th CPC.
I always avoided writing anything on social media or at public platforms on this matter but I have been badly hurt by the stand taken by my own government and the statements from the people of civil society like you, so at the cost of any action against me by the government, I'm responding to your tweet (for the first & last time) @imlodhi that please have some respect to the officers of CAPFs who have volunteered to serve the nation at the cost of their own life, not because they were unemployed.
You have done good research on this issue, please also do one research about the calibre and professional qualifications of the officers recruited as Group A in these organisations.
The government through UPSC advertised Group A entry here so please don't compare with state DySPs, who are a feeder cadre to IPS, whereas we are not feeder cadre to IPS. Our Cadre was first raised in 1961 and trained along with IPS probationers at CPTC Mount Abu, later on shifting of the CPTC to Hyderabad as SVPNPA we got that academy with the name Internal Security Academy (ISA).
Our aspirations are very limited and never compared with IPS. I have many good friends in IPS and also good family relations with so many seniors. But when the system starts discrimination against any particular service it hurts, it hurts more when you have devoted your 100% to a service where leave promotions, no one is ready to give you a fair and reasonable financial parity, in spite of clear Government orders, cabinet approval and Supreme court judgement, it is unfortunate.
As per NFFU scheme being a 2005 batch officer I should have been given NFSG in 2018 and SAG (IG level pay) in 2023, which is being enjoyed by the officers of 57 other Group A services whereas I am struggling and battling for even NFSG in 2026, which is even given to ancillary Cadres of CAPFs which are neither selected through CSE nor through UPSC.
What to say???
A very demoralising state of affairs for the hardworking and dedicated officers.
One more thing, I would like to add- I appeared for the CSE once before joining the CAPF, that too without any coaching or proper guidance, cleared prelims and scored 972 in mains, just on the basis of preparation of State PSC (Rajasthan) marginally missed for the interview, that was my very first attempt and I never appeared again for any CSE or other exams in spite of having multiple chances left.
Second thing, please read CRPF Recruitment Rules which are already providing 33.33% ADG quota to CRPF Cadre, CRPF officers are getting the post of ADG since 2009.
This bill has been poorly drafted, if I would have been given the opportunity, I would have prepared much better draft which has definitely satisfied all stakeholders be it MHA, IPS or CAPFs.
Government is free to decide posting at the level of ADG, SDG and DG without any restriction or guidelines from the supreme court, it has simply directed to frame the RR, SR as per OGAS norms and cadre review within 6 months, which timeline has already lapsed. No bill/Act required to implement it
7 reported suicides within 10 days in the largest central armed police force of the country i.e our CRPF… this is actually alarming now and government must take it very seriously because this is about national security.
