I have a crazy theory about how Heather Glenn becomes Lady Muse.

Bullseye tries to shoot Kingpin, but Buck steps in and gets shot and killed. After Buck's death, Heather develops a deep hatred for vigilantes and starts hunting them wearing Muse's mask.
