New Hampshire Voter Rolls Show Major Shift in Party Registration Following 2026 Cleanup

CONCORD — New Hampshire’s latest voter-registration figures show a notable shift in the state’s partisan makeup compared with the aftermath of the previous statewide checklist purge in 2021, with Republican registration increasing while Democratic and undeclared registration declined. Secretary of State records list 862,162 registered voters as of Sept. 18, 2026, including 255,943 Democrats, 298,965 Republicans and 307,254 undeclared voters.

The comparison with Sept. 1, 2021 — the date specifically identified by the Secretary of State as following the purge then required under RSA 654:39 — is particularly striking. At that point, New Hampshire recorded 277,720 Democrats, 267,526 Republicans and 324,802 undeclared voters, for a statewide total of 870,048. Compared with those post-cleanup figures, Democratic registration is now 21,777 lower, Republican registration is 31,439 higher, and undeclared registration is 17,548 lower. The overall number of registered voters is only 7,886 lower, meaning the most significant difference between the two post-cleanup snapshots is the composition of the electorate rather than the statewide total.

The 2026 figures follow a major change in New Hampshire's voter-checklist law. SB 221, enacted in 2025 and effective Jan. 1, 2026, amended RSA 654:39 to require checklist verification every year beginning in 2026, replacing the previous once-per-decade system. Under the law, supervisors conduct verification sessions between April 1 and Aug. 1 and, beginning June 1, review the checklist for voters who have not satisfied the statute’s re-registration requirements. Voters who participated in an election during the preceding five years or were added to the checklist since the last state general election are considered re-registered without having to appear before supervisors. The statute also requires at least 30 days' notice and a reasonable opportunity to re-register before an otherwise qualified voter can be removed through this process.

The effect of the 2026 verification can also be seen in the Secretary of State's figures throughout the year. New Hampshire reported 957,190 registered voters on Feb. 4, followed by 956,346 on May 4 and 898,860 on Aug. 3, before reaching 862,162 on Sept. 18. That represents a reduction of 95,028 registrations from May 4 through Sept. 18, a period overlapping the statutory verification process. The historical record shows similarly large changes surrounding the previous purge: registrations stood at 1,119,232 following the November 2020 election and 1,044,108 on June 16, 2021, before reaching 870,048 in the Sept. 1, 2021 post-purge count.

The longer-term comparison nevertheless reveals a different partisan balance between the two cleanup periods. Republicans accounted for about 30.7% of registered voters in the September 2021 post-purge figures and roughly 34.7% in the Sept. 18, 2026 figures, while Democrats moved from approximately 31.9% to 29.7% and undeclared voters from approximately 37.3% to 35.6%. Those figures describe changes in party registration and do not, by themselves, establish how New Hampshire voters will cast ballots in future elections. What they do establish is that, despite nearly comparable statewide registration totals following the two cleanup periods, the distribution among Republican, Democratic and undeclared voters has changed substantially over the past five years.
