כספי מועצת השלום אינם מועברים דרך חמאס. כל חוזה עובר בדיקות ואישורים, כל עבודה מאומתת לפני התשלום, וכל החשבונות פתוחים לביקורת מלאה מצד הממשלות התורמות.
כוח הייצוב הבינלאומי נועד לתמוך בפירוק הנשק ובהקמת ממשל אזרחי שבו לחמאס אין כל חלק. זו הייתה עמדתנו מלכתחילה והיא לא השתנתה.
מפת הדרכים היא מסגרת להסדר בין מועצת השלום לבין חמאס, בעוד שהדיונים עם ישראל נמשכים. ישראל אינה נדרשת להסתמך על אמון או לבצע צעדים בלתי הפיכים לפני שננקטים צעדים מאומתים בשטח. היעד נותר פירוק מלא של אמצעי הלחימה ��הבטחה שעזה לעולם לא תשוב להוות איום מהסוג שישראל חוותה ב־7 באוקטובר.
החלופות הן שחמאס יישאר בשלטון ויבנה מחדש את יכולותיו הצבאיות, או שישראל תחזור לשלוט בכלל אוכלוסיית בעזה במחיר אנושי, צבאי וכלכלי כבד ביותר. מועצת השלום מציעה אפשרות שלישית: פירוז מלא, ממשל אזרחי, נוכחות ביטחונית בינלאומית תחת פיקוד אמריקאי ומנגנוני פיקוח ואימות.

Long day in Jerusalem, sitting down with Prime Minister Netanyahu and his team. This is the start of the hard phase and I have never pretended otherwise. Not much of what we do now is dramatic. It is slow, grinding and technical work.
As part of the process of decommissioning weapons in Gaza and enabling the transition to civilian governance, and creating a safer future in the region for both Israelis and Palestinians in Gaza, a meeting was held earlier today (Monday) between High Representative Nickolay Mladenov, together with the Board of Peace team, and Israeli Prime Minister Benjamin Netanyahu and his team.
The meeting was constructive and detailed. Israel and the Board of Peace share a common understanding of the ultimate objectives.
The goal is clear and is not in question: the complete decommissioning of weapons in the Strip and the transition away from rule by the gun to civilian governance. Reaching it will be a process. And that process will be set out in the next phase of the work.
Contrary to inaccurate reports, we note that the withdrawal of the IDF beyond the Yellow Line will take place only once decommissioning is complete, as Hamas committed to the mediators. This applies to light weapons, heavy weapons, and the tunnels alike.
Implementation will be overseen by the International Stabilisation Force and by the Implementation Verification Committee, on which both the United States and the Board of Peace sit.
Continued progress towards implementation in full depends on each side fulfilling its obligations under the agreed framework.
Two days of strikes across Gaza have killed civilians and destroyed medical supplies that people depend on. This comes after intense efforts by the @BoardOfPeace and the mediators (Egypt, Turkiye, Qatar and the US) to bring the Palestinian factions in Gaza to agree to a Roadmap on the full implementation of President Trump's plan, to hand over civilian governance and to decomission their weapons.
Both parties carry obligations under the Comprehensive Plan and the Sharm El Sheikh deal that secured the release of all hostages.
My team and I are working around the clock with the parties, the mediators and regional partners to de-escalate and create the space for the full implementation of the President's plan. Achieving a lasting peace is hard but achievable if everyone make their best efforts.
Today, agreement has been reached on the decommissioning of weapons and civilian transition in Gaza. It took months of very difficult negotiations to get here. There were several points when I did not believe we would make it... What the agreement says matters. What happens next matters even more. Implementation and verification have to be real. Withdrawal must move in lockstep with decommissioning. And the @NCAG and the Palestinian people need the political and practical backing to take charge of their own future. Grateful to @realDonaldTrump for driving this through, and to the #US, #Egypt, #Qatar, #Türkiye, #UAE for their support and for their help in keeping people in the room on the days when walking out would have been far easier. I want to also thank the UN Secuirty Council for staying focused on our work and consistently messaging how important it is to fully implement resolution 2803. Ahead of us is a Gaza rebuilt, governed by Palestinians and at peace with Israel an a political horizon to a meaningful resolution the Israeli Palestinian conflict. That is the work now.
I welcome steps by Israel that enable the deployment of the International Stabilization Force in Gaza, in accordance with UN Security Council Resolution 2803. It is a critical part of the agreed framework for stabilizing Gaza, supporting demilitarization, and enabling the transition to effective Palestinian transitional administration under the @NCAG.
The focus now in on ensuring that we move forward with the 20-point Plan for Gaza, including the implementation of the Roadmap as presented by the mediators.

to support implementation of the Comprehensive Plan and #UNSCR 2803, address urgent needs, and help move Gaza from survival towards recovery and
reconstruction at scale.
At the Palestine Donor Group Ministerial Meeting in Brussels, I welcomed the EU’s renewed support for Gaza and coordination with the @BoardOfPeace. Both @AliShaathNCAG and I stressed that survival must become recovery, and recovery must become reconstruction at scale. That requires full implementation of the Comprehensive Plan and UNSCR 2803, transition to the @NCAG, Israeli withdrawal, and the disarmament of armed factions under the principle of one authority, one law, one weapon. Gaza cannot wait.
The #ISF welcomes the newest members of the Kosovo Security Force to the team. They will support the Gaza security effort in areas such as logistics and civil affairs.

Today's announcement in Gaza underscores the importance of bringing the Roadmap discussions to a successful conclusion. It is the bridge between declarations and implementation. The sooner agreement is reached on the outstanding implementation provisions, the sooner the @NCAG can assume its responsibilities, the decommissioning of weapons and the withdrawal of Israeli forces can begin, and large-scale reconstruction can commence.

H.E. Mahmoud Ali Youssouf, Chairperson of the African Union (AU) Commission, this afternoon received H.E. @nmladenov, Director-General of the Anwar @AGDAUAE, & the former UN Special Coordinator for the Middle East Peace Process.
H.E. Mladenov briefed the Chairperson on the work of the Diplomatic Academy & its plans to strengthen cooperation with African diplomatic training institutions, including through the AU. He underscored Africa's immense potential & welcomed the AU's growing global leadership, noting that these developments provide a strong foundation for enhanced collaboration in diplomacy, capacity-building, & international cooperation.
The Chairperson @ymahmoudali welcomed the proposed partnership, emphasising the importance of strengthening institutional cooperation in an increasingly interconnected & interdependent world. He reaffirmed the Commission's support for the initiative, noting that Africa & the Middle East share common challenges & opportunities, & that closer engagement could facilitate the exchange of experiences, best practices, & innovative approaches to preventive diplomacy, mediation, & conflict prevention.
H.E. Mladenov also briefed the Chairperson on the situation in Gaza, including developments related to the implementation of UN Security Council Resolution 2803, which endorsed the Comprehensive Plan to End the Gaza Conflict. He noted that encouraging progress has been made in advancing the implementation of the agreement.
Chairperson Youssouf reaffirmed the AU's longstanding support for a negotiated two-State solution as the only viable path to achieving a just, comprehensive, & lasting peace between Israelis & Palestinians. He expressed appreciation for H.E. Mladenov's pragmatic & experienced approach to mediation, voicing confidence that his continued engagement would make a valuable contribution to advancing dialogue & sustainable peace in the region.
