They just demand the same level of access for third and first party systems.
Like when Apple added multiple apps in iOS 18 that required system apps to ask for permissions and allowed third party apps to do the same.

They’ve tried with web apps, they’ve tried with Apple intelligence in general (remember when that also came out 6 months later in the EU), and they’ll keep trying

Apple could decide to just give everyone access without permissions, but they could just as easily limit access to everyone (including themselves) with permissions

Third parties need to have access to things Apple has access to, but Apple needs to ask for permissions wherever third parties also need to ask.
For a privacy focused company like Apple this means they could restricting their own access to comply

Equivalent access just means whichever privacy controls user have for third party apps, they also need to have for first parties

If you’re only option for AI is Apple, you can’t choose for example to host your own LLM and be even more private.
