First, how many HOURS do you think he was actually being deposed based on his 2 1/2 hour delay to start and the several breaks he took through the time he was there. The questions you are upset about not being asked would be asked if he could complete a deposition. The questions they strategically started out with has relevance to the case. And you are still willing to say this with a straight face? Either Higgins & Chief planted evidence to save Higgins or Proctor planted evidence to strengthen his case. Depending on who you believe was the one to bust up her taillight after the first search of finding nothing and unbiased witnesses stating the taillight was not that broken prior to it returning to Sally port gives you the answer whether she was framed.

Higgins & Chief - KR was being framed

Proctor - believed due to bias she did do it, so planted tail light to strengthen his case. If Proctor was the one to plant it, I agree he was not framing her. He was ensuring he could get a conviction.
