📍 12 June 2024 — The beginning
Pawan Kalyan took charge as Deputy Chief Minister of Andhra Pradesh along with key portfolios including:
• Panchayat Raj & Rural Development
• Rural Water Supply
• Forests & Environment
• Science & Technology
The focus: strengthening villages, rural infrastructure, water security and environmental protection.

🏡 Palle Panduga 1.0
One of the biggest rural-development drives launched after the coalition government came to power.
Major works included:
✅ 4,000+ KM CC roads
✅ 22,500+ Mini Gokulams
✅ 15,000+ livestock water troughs
✅ 1 lakh+ farm ponds/water-conservation works
The programme was implemented through convergence of rural-development funds and MGNREGS.

🌾 Palle Panduga 2.0
The next phase was launched with an estimated ₹6,787 crore outlay.
🎯 53,382 works
🎯 Across 13,326 Gram Panchayats
The programme expanded rural roads, drainage, farm ponds, cattle infrastructure and other village-level development works.

🚧 Road infrastructure
Under Palle Panduga 2.0, the original target of 2,750 KM rural roads was exceeded, with around 3,580 KM completed according to the department's reported progress.
The broader objective: better last-mile connectivity for villages and rural communities.

🐄 Support for farmers & livestock
Thousands of Mini Gokulams/cattle shelters and livestock water troughs were created.
The idea is simple:
Better cattle infrastructure → better livestock care → stronger rural livelihoods.
By May 2026, the department reported 37,000+ Gokulams and 15,000+ livestock water troughs across the two Palle Panduga phases.

💧 Farm ponds & water conservation
Around 1.07 lakh farm ponds had been completed across Palle Panduga 1.0 & 2.0 by May 2026.
The focus is on water conservation, groundwater recharge and improving agricultural resilience in rural areas.

🛣️ Adavi Thalli Baata — Tribal Connectivity
A major programme aimed at remote tribal habitations.
💰 Approx. ₹1,005 crore
🛣️ 1,069 KM all-weather roads
🏘️ 625 remote tribal habitations targeted
The objective is to eliminate the need for “doli” transportation for people in remote tribal areas, particularly for medical access.

📍 The tribal-road programme has also been linked with GeoSadak for digital/geospatial monitoring.
In November 2025, officials were directed to speed up works covering 662 roads connecting 761 tribal habitations, with ₹1,158 crore mobilised through PM-JANMAN, MGNREGS and State resources.

🚰 Amarajeevi Jaladhara
One of the biggest drinking-water initiatives under the Rural Water Supply portfolio.
💰 Approx. ₹7,910 crore
👥 Designed to benefit around 1.21 crore people
📍 Five districts
💧 Long-term rural drinking-water infrastructure
The project was named after Amarajeevi Potti Sriramulu.

💦 Godavari Mega Water Grid — ONGOING
The East & West Godavari water-grid projects together involve around ₹3,050 crore.
East Godavari:
💰 ₹1,650 crore
👥 ~20 lakh people
📍 10 Assembly constituencies
West Godavari:
💰 ₹1,400 crore
👥 ~13.5 lakh people
More than 400 KM of pipelines had already been completed by August 2026.

🚰 In August 2026, Pawan Kalyan reviewed the Jaladhara projects and directed officials to accelerate:
• Intake wells
• Water treatment plants
• Reservoirs
• Pipeline networks
• Pending departmental clearances
The stated objective: a permanent solution to drinking-water problems in the coastal villages of the Godavari region.
