Yesterday, I held a media briefing at a joint radio talk show broadcast across Busoga radio stations, during which I invited all Busoga leaders and Basoga to join me for my Thanksgiving Ceremony on Wednesday, September 23, 2026, at Iringa Township P/S, Nkondo Sub-County, Buyende District.

I honourably informed my friends, constituents, supporters, and well-wishers that the event will be graced by H.E. President Gen. (Rtd) Yoweri Kaguta Museveni as the Chief Guest.

The occasion that will begin as early as 7:00am with prayers, will provide me with an opportunity to thank God and express gratitude for his mercy and favour upon my life thus far.

I will also use the occasion to appreciate H.E. President Yoweri @KagutaMuseveni for continuing to entrust me to serve him and my country as Minister for the Presidency.

I will also thank the people of Budiope West for electing me to represent them as their MP in the 12th Parliament, as well as the wider Busoga fraternity for the support extended to me throughout my political and public-service journey.

During the briefing, I called upon all political, cultural, religious and opinion leaders from Busoga, as well as all Basoga, friends and well-wishers from across the country, to join me on Wednesday for my event, and further called upon leaders across Busoga to work together in the interest of the people they represent; emphasising the importance of unity, coordination and a common purpose in advancing the development aspirations of the Busoga sub-region.

I urged Busoga leaders to use the Thanksgiving as an opportunity to collectively thank the President for his leadership and to present outstanding pledges and development concerns in an organised, coordinated and constructive manner, speaking with one voice on issues affecting the people of Busoga.

I also reminded the people of Busoga that H.E. President Museveni’s presence at the Thanksgiving will be an occasion of significance not only for me and Buyende but also for the wider Busoga sub-region.

I also reiterated government programmes and development initiatives supporting household incomes and socio-economic transformation, including the Parish Development Model (PDM), the Emyooga 4-acre model and other wealth-creation programmes, alongside infrastructure development.

Preparations for the event are already underway, with organising committees at district and sub-county levels working closely with local leaders to coordinate the programme and ensure a peaceful and successful celebration.

At its heart, the occasion will be a celebration of faith, gratitude, unity, service and development—an opportunity for the people of Busoga to come together, reflect on their shared aspirations and strengthen collective efforts towards the continued transformation of the Busoga sub-region.

Today, I joined the people of Busoga to mark the 12th Coronation Anniversary of the Kyabazinga, His Royal Highness William Wilberforce Gabula Nadiope IV at Mayuge District Headquarters, under the theme; "Strengthening Our Cultural Norms and Values for Development."

In my address to thousands of fellow Basoga, I expressed sincere gratitude to His Royal Highness Gabula for sending a delegation led by the Prime Minister of Busoga Kingdom, Dr. Joseph Muvawala Nsekere, to represent the people of Busoga at the burial of the late His Majesty King Oyo Nyimba Kabamba Iguru Rukidi IV of Tooro.

I also thanked His Royal Highness for visiting Budiope West Constituency on 09th September 2026, where he launched the construction of school dormitories and a kitchen at Kitaidhumba Community Primary School, distributed cocoa seedlings, and advised the people of Budiope to grow coffee and cocoa as long-term cash crops.

I commended him for championing youth skilling initiatives across Busoga, an effort that emulates and complements the Presidential Skilling Hubs initiated by H.E. President Yoweri Kaguta Museveni.

In line with Government's efforts to increase household incomes, I encouraged Basoga to take advantage of the different wealth-creation programmes, including the Youth Livelihood Programme, Emyooga, the Parish Development Model (PDM), and the Four-Acre Model as viable pathways out of poverty.

I rallied the people of Busoga to participate in the 4th Edition of the Busoga Prayer Week for all denominations, organised by the Busoga Consortium for Development to pray for Busoga and our country Uganda, scheduled to take place from Monday 21st to Saturday 26th September 2026.

I further mobilised the people of Busoga to join me on Wednesday, 23rd September 2026, at Iringa Township Primary School, Nkondo Sub-County, Buyende District, as we welcome H.E. the President to officiate at my Thanksgiving ceremony.

When we took over Government in 1986, we entrusted administration to technocrats. However, it took a Kenyan Senator to alert me that Uganda was buying petroleum products through middlemen in Kenya. Unbelievable! After intervention, Diesel has come down from USD118 to USD83 per metric tonne, Petrol from USD97.5 to USD61.5 and Aviation fuel from USD114.25 to USD79.25.

Today, I broke ground for the 320-million-litre Kampala Storage Terminal in Mpigi. As we develop our petroleum resources, we must strengthen our strategic reserves. I am also happy that H.E. Samia Suluhu Hassan sent a delegation as we work with Tanzania and the rest of East Africa to strengthen our petroleum security.

Yesterday, I had the honour to officiate at the fundraising ceremony of the DAFAT & NIMO Youth Development Group and Catering Services in Buwenge Town Council, Jinja District.

This was a notorious group of youths who had been used by some political actors in Jinja to perpetrate all kinds of violence, which culminated in the tragic death of two people during the shooting incident in Buwenge in the course of the LC1 elections.

When H.E. the President @KagutaMuseveni delegated me to convey his sympathies to the bereaved families, I established the root cause of the problem. I subsequently engaged some of these youths and counselled them to reform and embrace a more constructive path.

I was pleased to note that they came up with a community-driven development initiative focused on offering services to the people of Jinja and earn a living. This is the spirit of innovation and self-reliance that our nation needs.

In my remarks, I conveyed warm greetings from H.E. President Yoweri Kaguta Museveni, the First Lady and Minister of Education and Sports, Maama Janet Kataaha Museveni, the Secretary to the Office of the President, Hajji Yunus Kakande, and the entire staff of the Office of the President.

I commended the leadership of Jinja District for prioritizing youth empowerment. The youths are not only the leaders of tomorrow, but also partners in development today.

I thanked the members of DAFT & NIMO for heeding H.E. President Yoweri Kaguta Museveni’s call for hard work as a pathway out of household poverty. By establishing an initiative that seeks to transform their own lives, they have demonstrated patriotism and responsibility, and I thank them for supporting the NRM Government’s transformation agenda.

I also applauded the security team of Jinja District for restoring sanity in Buwenge Town Council through mindset-change meetings aimed at curbing criminality.

I urged the district leadership to maintain a cordial working relationship with the security agencies and to put behind the differences that emerged during the general elections, in the interest of unity and development.

I urged the youth who did not have the opportunity to attain formal education to embrace vocational and practical skills that can transform their livelihoods. Wealth creation and formal education are not the same; what matters is productivity and discipline.

In line with Government’s efforts to eradicate poverty, I encouraged the youths to take advantage of wealth-creation programs including the Youth Livelihood Program, Emyooga, the Parish Development Model (PDM), and the 4-Acre Model.

I called upon the youth of Buwenge to desist from drug and substance abuse, noting that responsible citizenship and national service require sobriety, discipline, and focus.

I also urged women to work hard and not merely wait for support from men. When women become economically empowered, we are able to transform our families, our communities, and the national economy at large.

I further appealed to parents to stop sending children to work in sugarcane plantations at the expense of their education. Every child deserves the opportunity to learn and to build a better future.

As a gesture of support to their development initiative, I contributed 5 million shillings to the DAFAT & NIMO Youth Development Group and Catering Services.

Today, I opened a high-level conference for Diaspora and Forced Migrant Communities, held under the theme “Bridging Worlds: Diaspora & Forced Migrants for Shared Prosperity", at the Office of the President Conference Hall in Kampala.

The conference brought together heads of diplomatic missions, senior government officials, representatives of diaspora and forced migrant communities, and civil society organisations.

In my address, I conveyed warm greetings from His Excellency President Yoweri Kaguta Museveni, the First Lady and Minister of Education and Sports, Maama Janet Kataaha Museveni, the Permanent Secretary of the Office of the President, Hajji Yunus Kakande, and the entire staff of the Office of the President.

I called upon Ugandans in the diaspora to move beyond remittances and invest their skills, technology and capital back home, saying Uganda needs them for its next phase of economic transformation.

I reiterated that migration is ultimately about people and their search for hope and a better life, noting that the government remains committed to protecting the rights and dignity of every Ugandan, whether at home, abroad, or returning home.

I reiterated that Uganda's hospitality is demonstrated by its open-door policy to refugees, which has earned us a global reputation as Africa’s largest refugee-hosting country. This demonstrates the character of our people: we know what it means to need a helping hand, and we believe every person deserves dignity.

I appealed to forced migrants whose stay has not been regularized to work with relevant authorities to regularize their status in accordance with Ugandan law.

I also cautioned members of the Diaspora to respect Uganda’s laws, just as we expect Ugandans living abroad to respect the laws of their host countries,” she cautioned.

I reaffirmed the government's commitment to Ugandans in distress abroad, citing recent interventions to rescue and repatriate Ugandans from exploitation in South Africa and rehabilitation of thousands of returnees at NALI-Kyankwanzi with start-up and resettlement support.

I also emphasized the diaspora's critical role in Uganda's development, with Ugandans working outside the country having remitted home approximately USD 2.8 billion (more than Shs 10 trillion) in the twelve months leading up to March 2026.

This was an increase from USD 1.9 billion recorded the previous year.

I, however, challenged Ugandans in the diaspora to think beyond remittances but also focus on transferring knowledge, technology, skills, partnerships and investments from abroad back home.

I also highlighted the Office of the President's facilitation of the Office of the President Diaspora Affairs headed by Ambassador Abbey Walusimbi's importance in coordinating the Diaspora Affairs office with other MDAs to ensure meaningful diaspora participation in the development agenda of H.E. President Yoweri @KagutaMuseveni.

On behalf of the Office of the President, the people of Budiope West Constituency, my family, and on my own behalf, I wish to extend our heartfelt 82nd birthday wishes to our beloved Mzee wa Kazi, Chairperson of the EAC Summit, our Revolutionary Leader, Chairman of the Non-Aligned Movement (NAM), and G77+China, and Champion of wealth creation, His Excellency Gen. (Rtd) Yoweri Kaguta Museveni @KagutaMuseveni.

Your Excellency, at 82 years, you remain a towering reservoir of wisdom, courage, patriotism, and strategic leadership.

Your life story, from the bush war struggles to the liberation and transformation of our country, continues to inspire generations.

You have taught Ugandans the values of perseverance, hard work, discipline, and unwavering love for our country. Your wisdom has guided this nation through the most difficult times and steered us towards peace, unity, stability, and socio-economic transformation.

We thank God for your life and for preserving you for Uganda.

In a special way, I wish to thank our dear mother, the First Lady and Minister of Education and Sports, Maama Janet Kataaha Museveni, for standing firmly beside you throughout this journey of life and service. Her support, prayers, counsel, and motherly love have been a great pillar to you, to your family, and to the nation.
We are deeply grateful to her.

Your Excellency, we cherish your tireless hustle for the good of every Ugandan and your relentless pursuit of peace and security in the Great Lakes Region. You have hustled, not for yourself, but for the ordinary mwananchi, for the farmer, the youth, the women, and all hardworking Ugandans striving to improve their livelihoods.

As you begin this new chapter of your life, we pray that the Almighty God grants you more wisdom, good health, strength, and many more years to continue guiding our great nation to prosperity.

Today, I joined mourners in Busabala to pay our last respects to the late, Maama Gladys Nabbosa Jingo, the beloved mother of the former Mayor of Entebbe Municipality, Hon. Stephen Kabuye.

I conveyed deepest sympathies and heartfelt condolences from His Excellency President Yoweri Kaguta Museveni, the First Lady and Minister of Education and Sports, Maama Janet Kataaha Museveni, the Permanent Secretary of the Office of the President, Hajji Yunus Kakande, and the entire staff of the Office of the President to the bereaved family.

I also, on my own behalf and on behalf of the SDA Busoga Field, expressed sincere condolences to the family, friends, and the entire SDA fraternity for this great loss.

Maama Gladys was a devout SDA church member whose faith, service, and maternal guidance touched many lives.

I cautioned mourners to pay keen attention to their health, to visit hospitals regularly for medical check-ups, and to take deliberate steps to safeguard their lives against preventable diseases.

During the funeral service, I also took the opportunity to sensitise mourners about government wealth-creation programmes aimed at improving household incomes.I encouraged families to embrace initiatives such as the Parish Development Model (PDM), Emyooga, Operation Wealth Creation (OWC), and the Four-Acre Model farming concept as sustainable pathways out of poverty.

We thank God for the gift of life she lived, may the Almighty comfort the family during this difficult time.

Today, I joined the Deputy Speaker, Rt. Hon. Thomas Tayebwa, government dignitaries, the people of Tooro Kingdom, cultural leaders and thousands of Ugandans to pay our last tribute to the late King Oyo Nyimba Kabamba Iguru Rukidi IV during the funeral service at St John’s Cathedral.

His Majesty King Oyo will be remembered in World Records as the world's youngest reigning monarch; he ascended the throne at just 3 years old after the death of his father and ruled Tooro for nearly three decades.

King Oyo's death was an immeasurable loss to the Tooro Kingdom and Uganda at large.

On behalf of the National Organising Committee (NOC), I wish to express our deepest and most heartfelt gratitude to His Excellency President Yoweri @KagutaMuseveni for allowing His Majesty King Oyo Nyimba Kabamba Iguru Rukidi IV a befitting official burial and for standing with the Kingdom at such a darkest hour.

We are profoundly indebted to H.E. President Museveni for his fatherly love and exceptional generosity in catering for all expenses, right from the time His Majesty fell sick, his medical treatment in the United States, to the chartering of the flight that returned his body home to Entebbe, and the full organisation of his official send-off.

His personal presence at Entebbe International Airport to receive the body of the King, laying a wreath and bowing before the casket draped in the national and kingdom flags, spoke volumes of his respect for the institution of the Tooro Kingdom and traditional institutions in Uganda. This gesture comforted the entire Tooro fraternity and all Ugandans who cherished King Oyo.

President Museveni's decision to accord King Oyo an official burial is a true testament to his unwavering commitment to unity, culture, and the dignity of our traditional kingdoms.

I appeal to the people of Tooro to remain united, calm and prayerful during this difficult time and preserve the legacy of the late His Majesty King Oyo.

Yesterday, I hosted Parish Development Model (PDM) model beneficiaries drawn from all 277 villages of Budiope West Constituency in Buyende District.

The engagement brought together the beneficiary with the best PDM success story from each of the 277 villages, across the 38 parishes and 8 sub-counties that make up Budiope West. These are farmers, traders, youth, men and women who effectively invested the Shs1 million they each received from the wealth-creation revolving fund in ventures that have thrived, making them shining examples for other beneficiaries and those yet to receive the funds.

In my remarks, I conveyed warm regards from His Excellency President Yoweri Kaguta Museveni, the First Lady and Minister of Education and Sports, Maama Janet Kataaha Museveni, the Permanent Secretary of the Office of the President, Hajji Yunus Kakande, and the entire staff of the Office of the President.

The purpose of the gathering was to listen to these beneficiaries, celebrate their transformative stories and identify their underlying challenges so that these can be addressed to ensure the programme fully delivers on its goal of moving households from the subsistence to the money economy.

I commended these beneficiaries and urged them to serve as role models in their respective villages, share the knowledge and values that have made them stand out with their village mates, so that everyone who receives PDM funds registers success.

The PDM is the flagship government programme for wealth creation at parish level and is designed to reach every Ugandan at the grassroots. I urged beneficiaries to remain disciplined and to repay the loans on time so that the revolving fund can benefit more people in the next cycles.

I warned against diverting PDM funds to non-productive ventures, such as marrying second wives.

The beneficiaries shared testimonies of how the PDM funds have helped them start projects to improve their household incomes.

I assured them of my continued commitment to monitor PDM implementation, moving door to door of all beneficiaries in Budiope West to witness practicability and to work with district leaders to ensure transparency and accountability so that the money reaches all intended beneficiaries.

I pledged to continue serving as their role model by sharing knowledge on several agricultural projects aimed at increasing household income and defeating poverty.

In addition to PDM, I urged the beneficiaries to adopt the Four-Acre Model as a practical approach for rural families to escape poverty through intensive and profitable use of small land holdings to ensure sustainable household income and food security:
Acre 1 for coffee and cocoa as long-term cash crops with stable income; Acre 2 for fruits such as oranges and mangoes; Acre 3 for food crops such as maize, beans, cassava, sweet potatoes and vegetables; and Acre 4 for pasture to support zero-grazing dairy farming.

I also encouraged them to take on backyard, home-based enterprises such as vegetable growing and poultry for eggs, in line with the guidance of H.E. President Yoweri Kaguta Museveni, the champion of wealth creation.

I reiterated government's commitment to supporting household income-generating activities as part of the broader agenda of transforming Uganda under the leadership of H.E. President Yoweri Kaguta Museveni @KagutaMuseveni.

I joined the people of Karamoja to celebrate their culture and identity at the Karamoja Cultural Festival. I congratulate them upon this festival and thank the people of Karamoja for massively voting for the NRM.

I reminded them that the disarmament of Karamoja was necessary because guns were bringing murder and insecurity. I especially thanked the women who supported us in collecting more than 41,000 guns.

Yesterday, I was honoured to receive Kyabazinga of Busoga, HRH William Wilberforce Gabula Nadiope IV, in one of his counties, Budiope, which I also represent in the 12th Parliament.

HRH William Wilberforce Gabula Nadiope IV @KingNadiopeIV launched Kitaidhumbwa Community Primary School to offer some skills and promised to construct a 9-classroom block, a girls' dormitory, a boys' dormitory and a school kitchen.

In my remarks, I hailed HRH William Wilberforce Gabula for promoting the skilling of youths in Busoga, an initiative which emulates and complements the Presidential Skilling hubs that were initiated by the head of state, Gen. (Rtd) Yoweri Kaguta Museveni. By doing so, HRH Isebantu creates alternative routes of employment for the youths, and also leads the way in embracing government programmes with a view to transform the lives of his subjects and all Ugandans at large.

I commended HRH the Kyabazinga for the good working relationship between Busoga Kingdom and the Government of Uganda.

I informed HRH and members of the public that the Ambercoat-Mbulamuti–Kamuli–Bukungu road that was promised by H.E. President Yoweri Kaguta Museveni since 2001 will now be worked on after Members of Parliament authorised the Government of Uganda to borrow up to €207.77 million (approximately Shs 842.71 billion) from Citibank and other financial institutions last week.
The financing will facilitate the upgrading of the 127 kilometres, Ambercoat-Mbulamuti–Kamuli–Bukungu road, together with 10 kilometres of roads in Jinja City.

I also informed HRH and the public that the delayed compensation of those who were affected in the gazetted area for the Nuclear plant at Kasaato, Buyanja Sub-County, Budiope West, Buyende District is due to ghost beneficiaries who were identified during record taking. However, the Ministry of Energy and the district leadership of Buyende are working tirelessly to ensure that the right beneficiaries get their compensation.

I urged members of the public to embrace government wealth-creation initiatives like the Parish Development Model (PDM), Emyooga, the Youth Livelihood Programme, Operation Wealth Creation (OWC), GROW Project and the 4-acre model concept to generate household income and defeat poverty.

Yesterday, at Iganga SDA Church, we had the honour to launch "One Voice27 Mission For All, Hope Starts Here", an SDA evangelism programme that aims at preaching and spreading the Word of God to internet users.

The colourful launch attracted hundreds of believers, youth leaders, SDA Church elders, and members of the community who gathered in a spirit of unity and hope.

In my address, I conveyed warm greetings from His Excellency President Yoweri Kaguta Museveni, the First Lady and Minister of Education and Sports, Maama Janet Kataaha Museveni, the Permanent Secretary of the Office of the President, Hajji Yunus Kakande, and the entire staff of the Office of the President.

I expressed appreciation to H.E. President Yoweri Kaguta Museveni for his continuous support of faith-based initiatives and for maintaining peace that allows worship to thrive.

I thanked the Seventh-day Adventist Church leadership for this timely innovation that recognises where the people are – on their phones.

I urged the believers, especially the youths, to start using their phones as pulpits to spread the Word of God rather than spending most of their time on social media doing irrelevant things like online dating exploitation, watching pornographic footage, endless comedy clips, spreading propaganda and false information, etc.

I told the faithful that their phones are a powerful mission field. In your hand you hold a church and a bible. In this generation, most Ugandans hold smartphones, and they dedicate more time to them than TVs, radios and newspapers. Instead of using data bundles online to sin, use data bundles to win souls by preaching and spreading the word of God. Let every online post reflect the scripture of Jesus Christ.

I emphasized that the NRM Government under H.E. President Yoweri Kaguta Museveni values freedom of worship and freedom of expression, but that freedom must be used responsibly to build morals, unity and patriotism in our communities.

The "One Voice27 Mission" comes at a time when Uganda needs moral renewal, and that social media evangelism can reach millions of internet users who may never enter a physical church building.

I pledged my full support towards the mission and called upon all religious denominations, cultural leaders and parents to join hands to protect the young generation from moral decay on social media to save future generations.

Today, after a briefing at the Uganda Media Center, I went on to brief Members of Parliament on the burial arrangements for the fallen King of Tooro, His Royal Highness Rukirabasaija Omukama Oyo Nyimba Kabamba Iguru Rukidi IV.

The major requirements for the decent send-off of the late His Royal Highness Rukirabasaija Omukama Oyo Nyimba Kabamba Iguru Rukidi IV were as follows:

Events management includes the attendant logistics and publicity requirements at 05 venues, namely Entebbe International Airport (for the receiving of the repatriated remains); the Royal Palace at Karuzika (for purposes of accommodating mourners in Tooro); the Royal Residency at Buziga for handling mourners within Kampala; Karambi Royal Tombs (for the final resting of the fallen king); and St John’s Cathedral (where the church service will be held on the burial day).

The Government of Uganda has supported the Kingdom by way of providing executive tents, chairs, mobile tents, cleaning teams, public address systems, and others. 

Food and feeding of mourners for 09 days for which we are grateful, the Office of the CDF (Ministry of Defence and Veteran Affairs), which has been able to provide food for mourners (at Buziga and Karuzika since the sad news was broken). 

Funeral management expenses by A-Plus Funeral Home, including airport reception of the remains of the late King and hire of executive funeral vehicles from Nairobi (to transport the body to Karuzika and all through the burial site at Karambi Royal Tombs). The Government of Uganda has covered these costs. 

Provision of security; crowd control and management; counterterrorism; ceremonial aspects including UPDF and UPF bands, pall bearers, gun salute facilitation and related expenses as well as protocol expenses; and sitting & ushering costs.

Palace upgrades and renovations at Karuzika, which we are grateful to the UPDF Engineers’ Brigade under the Ministry of Defence & Veteran Affairs, are being handled. 

Protocol and management of the invited dignitaries: during the Inter-Ministerial NOC meeting chaired by the Rt Hon. Prime Minister, the Kingdom officials informed members that they were expecting delegations from royal families within Uganda and the African continent to attend the burial of the late monarch.

Repatriation of the remains of the late monarch: the Government of Uganda has met the cost of medical bills, the cost of repatriating the remains of the king from Dallas to Nairobi and from Nairobi to Entebbe. These resources have already been paid by H.E the President through State House. 

Provision of a Health Camp: The government has made arrangements for a health camp supervised by the Ministry of Health to manage simple ailments for the people of Tooro during the mourning period for the late King. On the whole, since the last sitting of the Inter-Ministerial NOC meeting on 1st September 2026, the Government of Uganda through its security agencies has continued to take charge of the security of both persons and properties of the mourners.

We are also in close contact (through our Ministry of Foreign Affairs) with authorities in the Republic of Kenya to ensure that the remains of the fallen monarch are received at Entebbe International Airport tomorrow, Friday, 4th September 2026, at 10.00am. 

We also wish to take this opportunity to commend H.E. the President of the Republic of Uganda, the Rt Hon. Prime Minister, as well as my other Colleague Ministers in the various MDAs for ensuring a whole-of-government approach towards a decent send-off of the late His Royal Highness Rukirabasaija Omukama Oyo Nyimba Kabamba Iguru Rukidi IV.

Today at Uganda Media Center, I briefed the country on the burial arrangements of the fallen King of Tooro, His Royal Highness Rukirabasaija Omukama Oyo Nyimba Kabamba Iguru Rukidi IV.

As you may recall, the country on Friday, 28th August 2026, received the sombre news on the passing away of a young, iconic, promising and people-orientated monarch.

Since then, the Government of Uganda, under the able, firm and wise leadership of H.E. Gen. (Rtd.) Yoweri Kaguta Museveni, took up this national sad moment and offered a series of actions to lead Ugandans and our well-wishers through this mourning period. 

Specifically, on Monday, 31st August 2026, the Cabinet, during its sitting at State House in Entebbe and chaired by H.E. the President of the Republic of Uganda, extended long and earnest eulogies on the fallen monarch. As a result, and under the wise guidance of H.E. the President, the Head of State directed that the Rt Hon. Prime Minister coordinate a Whole of Government Approach bringing together the Public Sector and other critical stakeholders to ensure a colourful, befitting and nationally representative send-off of the late King of Tooro, His Royal Highness Rukirabasaija Omukama Oyo Nyimba Kabamba Iguru Rukidi IV. 

In addition, on Tuesday, 1st September 2026, Parliament received a statement from the Rt Hon. Prime Minister and Leader of Government Business and thus took off time in its sitting of the day to debate, pay tribute and eulogise upon the immense contribution of the late monarch towards the socio-economic transformation of Tooro. While Parliament was paying tribute to the late King, the Rt Hon. Prime Minister, acting on the directive of the Cabinet, on Tuesday 1st September 2026, proceeded to convene and chair an Inter-Ministerial National Organising Committee (NOC) meeting together with the Representatives of the Royal Family of the fallen King of Tooro. 

In the said Inter-Ministerial N.O.C. meeting, which was attended by a cross section of ministers responsible for Gender and Culture, Presidency, Agriculture and Animal Industry, Tourism, Wildlife and Antiquities, Public Service, and Foreign Affairs, as well as Internal Affairs, among others, the Rt. Hon. Prime Minister briefed Members that: 

During the Cabinet meeting held on Monday, 31st August 2026, the Cabinet had received a paper submitted by the Hon. Minister of Gender, Labour & Social Development on the key preparatory arrangements which had been agreed upon between the Ministry for Gender and the Representative of the Royal Family and Tooro Kingdom to manage the official burial of the late monarch. 

The Kingdom, working closely with the local and hospital authorities in Dallas, United States of America, had tentatively set Thursday, 03rd September 2026, as the date to receive at Entebbe the repatriated remains of the late His Royal Highness Rukirabasaija Omukama Oyo Nyimba Kabamba Iguru Rukidi IV. 

As the case had been in the previous burials of Royal Dignitaries such as the late Emorimori of the Iteso people, it was prudent that all government actions in respect to the official send-off of the late King of Tooro be handled in a unison, integral and whole Government approach. As such, the Rt Hon. Prime Minister, in her capacity as the Chairperson of the Inter-Ministerial NOC, urged all the political leaders to work as a team for the purpose of ensuring a seamless and coordinated government response in these sad times.
