In his keynote address at the BRICS Side Event on Clean Coal Technologies, focused on coal gasification, Shri Sanoj Kumar Jha, Additional Secretary, Ministry of Coal, highlighted coal gasification as a strategic enabler of India's energy security, industrial growth, and clean energy transition.
He stated that coal gasification converts coal into syngas, a versatile feedstock that can be used to produce critical products such as ammonia, urea, methanol, DRI, hydrogen, and synthetic fuels. By enabling the cleaner utilization of domestic coal resources and facilitating carbon management, coal gasification is emerging as a key pillar of India's future industrial ecosystem. He further emphasized that coal gasification has the potential to significantly reduce India's dependence on imports of fertilizers, chemicals, and other essential feedstocks, thereby strengthening domestic supply chains, enhancing self-reliance, and creating new opportunities for value addition within the country.
Highlighting the sector's growing momentum, he referred to several landmark initiatives underway across India, including ammonia production projects in Odisha, DRI facilities in Maharashtra, the partnership between Coal India Limited and BHEL for ammonium nitrate production, and major investments announced by industry leaders. These developments, along with ongoing pilot projects, reflect the steady progress of coal gasification from vision to reality.
Supported by comprehensive policy interventions, assured coal linkages, financial incentives, and coordinated efforts across ministries, India is creating an enabling ecosystem for the large-scale deployment of coal gasification technologies.
Concluding his address, Shri Jha stated that coal gasification is not only a cleaner pathway for coal utilization but also a catalyst for energy security, employment generation, economic growth, and progress towards net-zero emissions. He emphasized the importance of collaboration among BRICS nations in advancing clean coal technologies and building a resilient energy future.

Eastern Coalfields Limited (ECL) shared progress on the Kasta Underground Coal Gasification (UCG) Pilot Project, while the Director (Nominated Authority) presented updates on coal block allocation, stakeholder consultations, and policy reforms related to UCG. Coal India Limited (CIL) provided insights into coal linkages and ongoing coal gasification initiatives.
The presentations collectively underscored coal gasification as a strategic pathway for driving industrial growth, fostering technological advancement, and supporting a cleaner energy future for India.

With the implementation of The Jan Vishwas (Amendment of Provisions) Act 2026, key reforms have been introduced under the Coal Mines Provident Fund and Miscellaneous Provisions Act, 1948 and the Coal Mines (Special Provisions) Act, 2015 by replacing imprisonment and fines with civil penalties. Further, the penalising provisions under the Coal Bearing Areas (Acquisition and Development) Act, 1957 have now been limited to specific offences ensuring clear and targeted enforcement.
The core objective of this reform is transitioning from a punitive framework to a trust-based compliance system, securing a transparent and robust regulatory environment in the Coal Sector, improving the Ease of Doing Business.
