It is completely normal for bureaucrats to run the day-to-day administration because governments change through elections while the state must continue functioning.

Elected leaders decide policies and political priorities, whereas civil servants ensure execution and stability. A functioning democracy depends on this balance. However, bureaucracy should remain accountable and politically neutral, not become an unelected power center.
