Using aerial photography and surveying you can estimate the amount of water in those floods and build it big enough to hold the water from a 2-5year storm. You saving people's houses and provide more water. Probably more benefit than the $1,000,000,000 Beetham treatment facility.

WASA, hear me out!!! What if we install massive pumps in flood prone areas to go to large man-made reservoirs also built nearby with its own water treatment facility. You use the flood water to supplement the regular supply and give other reservoirs more time to replenish.
