@vomalley ... and, as N Fletcher et al has recently argued, Crown sovereignty or Kawanatanga (of Pakeha and Maori) is not inconsistent with ongoing tribal authority and custom.
@vomalley Yes exactly, agree. However if the Governor was merely a 'governor of the Pakeha' (as Northland Tribunal has held), the Crown could hardly provide the 'active protection' necessary to uphold/enforce article 2 and 3 rights.
@MamariStephens Bad journalism, but also indicates mire of language confusion re 3 waters. Tama's Uni paper seems to argue for local co-management of environmental matters, whereas 3Waters policy is basically nationalizing local water assets (with arguably questionable local accountability).
