Without offence to anyone, this "eat one less meal, but buy a car" is a misguided, & planet harming narrative. While a 4-wheeler is more safer than a 2-wheeler without doubt, the benefits of a 2-wheeler are many:
Easy to manoeuver, quicker.
Easy to park
Less space on our already congested roads
More fuel efficient and hence planet friendly.
Overall less carbon footprint.

A 2-wheeler comes only next to public transport in personal mobilty (besides cycling & walking).
I think the better solution is- Educate the drivers to be safer.
This accident is due to an 'Edge trap'. When driving over ruts, railway tracks and uneven roads- climb up at a higher 'attack angle' to prevent such kind of skidding. Its covered in my Driving manual on page 106.
