19,189 school students and 1,386 university students were killed in the Gaza Strip, and more than 179 government schools and 63 university buildings were completely destroyed.
But Zionism is not Racism
While the world focuses on the destruction in Iran, we must not ignore what Israel is doing in Lebanon.
1,461 have been killed.
4,430 have been injured.
1.2 million have been displaced.
Israel now occupies 14% of Lebanon.
Enough is enough. No more US military aid to Israel.

On the Deficiencies of the Proposed Gap Law
I am afraid that the draft Gap Law that may be sent to the Cabinet of Ministers has fundamental technical flaws, inconsistencies, and gaps that will permanently formalize the financial system's insolvency instead of ending it.
The government is trying to thread a delicate political needle. It wants a law that can pass Parliament by avoiding the most controversial questions: who bears the losses, what resources will be available to repay depositors while ensuring the financial system remains solvent, what assets BDL will pledge for that purpose, and what rights depositors retain after any conversion of their deposits.
To avoid provoking banks, depositors, and politicians, the draft is written in a way that leaves core decisions open to interpretation or to future decrees, circulars, and negotiations. That strategy will just shift the conflict into the implementation phase, where the stakes are higher and the rules are less clear.
If those issues are left vague, the result will be competing interpretations, court challenges, delays, and renewed political fights over every step. Instead of delivering a final settlement, a vague framework risks locking Lebanon into a system where insolvency remains unresolved. That is why passing a weak law can leave Lebanon worse off than waiting to do it properly. It gives the appearance of action while entrenching the same uncertainty that has already paralyzed the economy since 2019.
In my view, the law needs to be re-drafted with input from the government's international legal counsel and finance professionals who understand bank resolution.
Among other issues, below are what I think are the most fundamental deficiencies.
___
Issue 1 - Analytical Foundations
The draft law asks the country to accept this deal without any analytical evidence that it will work. Where is the analytical underpinning for this plan, the pre- and post-restructuring balance sheets, the cash flow forecasts, etc.?
The draft calls for audits and a bank-by-bank asset review to measure losses. Yet it simultaneously locks BDL and the banks into pre-determined depositor repayment obligations without regard to the outcome of these audits and without demonstrating how these repayment obligations will be met without pushing BDL and the banks back into bankruptcy. What happens if this is not the case?
A restructuring is only successful if it ends with institutions that can meet their obligations going forward. If the size of losses, the funding need, and the post‑restructuring balance sheets are not clear at the time the law is passed, Parliament cannot assess whether the plan restores solvency.
Issue 2 - Fixed $100,000 Deposit Threshold
The draft law requires that depositors receive up to $100,000 in cash over four years, funded jointly by commercial banks and BDL, and that amounts above $100,000 be converted into long‑dated, tradable, interest‑bearing certificates issued notionally by the BDL.
This uniform treatment is not meaningfully linked to the outcome of the bank-by-bank asset quality review, which is the exercise meant to determine which banks are viable and which are not. That disconnect creates unfair outcomes. Depositors can be pushed into losses even at banks that could have repaid more under a transparent, bank‑specific resolution that respects the hierarchy of claims, while existing shareholders retain equity by pushing losses onto their depositors.
The $100,000 design also creates distortions across banks that have nothing to do with solvency. Two banks with the same total deposits can face radically different cash obligations simply because one has many small depositors while the other has fewer large depositors. For example, a bank funded by 10,000 depositors at $1 million each and a bank funded by 1,000,000 depositors at $10,000 each both hold $10 billion of deposits, but the “cash bucket” in the second bank is far larger because every depositor sits below the threshold. This reallocates burdens based on depositor profile, not on risk-taking, governance, or financial condition.
A restructuring law should not embed arbitrary redistributions of burden.
Issue 3 - Structure of the Certificates
The structure of the certificates that will be offered to medium and large depositors is not sufficiently described in the law itself. A statute that forces this kind of conversion has to settle several basic questions: who specifically owes the money after conversion, what happens if payments from BDL (and/or the banks?) fall short, what resources will BDL (and/or the banks?) make available to repay the certificates + <$100,000 depositors while maintaining its solvency, and what is the order in which claims are paid when cash is limited.
The draft leaves all of these points unclear. Depositors and certificate-holders have no idea what they are getting and what their legal rights and remedies are. Neither do the banks for that matter. This is another example of the legal vagueness that will lead to endless litigation and political bickering down the line.
Issue 4 - BDL Solvency
The draft places BDL at the center of both the cash payouts for deposits up to $100,000 and the long-term certificate backing the remainer, but it does not set any limits on which BDL assets can be used, how much can be pledged, or what liquidity and capital buffers must remain. This leaves space for BDL to re-enter financial stress after the restructuring by overcommitting assets/revenues to repayment of the certificates (or the <$100,000 deposits). This can happen due to political pressure, mismanagement, or by a failure of the law to appropriately ring-fence or limit these liabilities if resources are not available.
And when BDL cannot carry the debt burden imposed on it, the “Code of Money and Credit” already contains the mechanism for public money to step in to bail out the BDL without clear numbers, limits, or accountability. This structure creates the conditions for a second crisis: payments in respect of deposits or certificates are due, cash is short, disputes erupt, and the political system is pushed back to the Treasury as the payer of last resort.
Lebanon Inc. becomes insolvent again because, in fact, it never became solvent in the first place.
Issue 5 - Five-Year Recapitalization Period
The draft gives banks up to five years to recapitalize. A long runway can make sense in an ordinary downturn, when asset values recover and banks can rebuild capital through normal earnings. Lebanon’s crisis is structural and confidence has already been damaged for six years, so time does not solve the problem. A five-year window risks entrenching undercapitalized “zombie” banks that cannot lend normally or attract new deposits, followed by another wave of bank failures as the deadline approaches and capital is still missing.
If recapitalization is possible at all (it's not a sure thing that Lebanese banks can even be saved at this point), it will require a decisive restructuring and an immediate return to solvency, not a multi‑year grace period. Depositors and investors will not return to a system that asks them to wait and hope banks become solvent later.
The draft then, oddly, upgrades some of the existing equity from ‘tier 1’ to ‘tier 2’. The tier 2 treatment is conceptually nonsensical because it elevates existing equity, which should be written off, into something more senior than new equity. This complicates future loss absorption and discourages fresh equity from coming in on fair terms.
Issue 6 - Irregular Deposits
The draft relies on retroactive deposit elimination/reduction measures targeting broad categories of alleged irregular transactions and deposits. These include, among other items, suspected illicit funds, historical interest earnings above a defined threshold, certain transfers abroad, and other categories determined by reference to future regulatory standards such as “economic or financial justification.”
The legal and practical issue is that the draft law's entire solvency logic can hinge on how much of these "irregular" deposits can be identified and eliminated. If the law adopts definitions that are broad (or unclear), retroactive, and dependent on standards adopted later, they will be challenged in court and lead to endless political bickering and uneven/unfair treatment. If they are challenged, their ultimate size, timing, and enforceability become uncertain. That uncertainty can cause the entire restructuring process to unravel because it means the plan will fall short of restoring solvency and leave the system undercapitalized after years of delay.
The draft is also unclear about where the “benefit” of cancelling "irregular deposits" ultimately goes. Writing off a deposit is the cancellation of a debt. That cancellation must improve someone’s position. The law should state explicitly who captures that relief and in what order. Leaving that distribution ambiguous makes the loss-allocation logic contestable and will invite dispute over whether the law is quietly transferring value from depositors to existing bank shareholders or not.
___
There is a political argument for vagueness. The hard decisions are too controversial, so the law must stay flexible, and implementation can settle the details later.
The Lebanese experience suggests the opposite outcome. A vague law creates permanent controversy. It invites lawsuits, delays implementation, and shifts accountability away from the political branches and toward opaque administrative decisions. It also makes future correction harder, because once a vague framework is enacted, every stakeholder will defend the interpretation that suits them.
Parliament should insist on a redraft that does the difficult work in the statute: clear numbers and assumptions, clear allocation of losses, clear legal rights for all stakeholders, clear liability for converted deposits, clear rules, clear constraints that prevent BDL from returning to loss accumulation, and a credible timeline that resolves insolvent banks quickly.
If the law is written to be interpreted later, it will be litigated later. Lebanon cannot afford another framework that postpones decisions, formalizes insolvency, and guarantees a future crisis will repeat.
