The cop is 100% correct. People can't just loiter around in a residential area at 1.30am. The cop is patrolling the streets to ensure such elements are kept under control.

Also: Yes one can walk or hang-around even at 3am. I and my friends do it all the time. Often the cops will simply ask what we are up to. The answer is quick and definitive. And that we live nearby.

If they still ask us to fuck off, we politely do exactly that.

Beat Marshals are very good judge of people and their answers. If you fumble, that's an instant red flag. If you can't explain your intent within 3 seconds, they have every right to detain, question, and command.

Putting a camera in their face and arguing over what's legally right or wrong is like playing with fire. Don't do that. It will never work in your favour.
