The National Commission for Scheduled Castes (NCSC), a constitutional body established under Article 338 of the Constitution of India, is widely regarded as one of the most disregarded institutions in the country.

Despite its constitutional status, government ministries and bureaucrats ignore NCSC’s orders, recommendations, and prescribed procedures.

Two reasons for this lack of institutional respect are:

1. The Chairperson and members are almost always drawn from the Scheduled Castes (with occasional appointments from outside the community). So that the upper castes in the administration don't respect them just they're from Scheduled Caste.

2. The individuals selected for these positions are often perceived as lacking the necessary competence, stature, or credibility. The deliberate appointment of under-qualified persons serves to discredit not only the Commission but, by extension, the broader community it is meant to represent. The governments search and choose unqualified persons purposefully.
