Understanding the design philosophy itself isn’t the problem at all. It’s how the genre is labeled and marketed, which unfortunately has led to underperforming sales.
How would you get a AAA im-sim to sell well? Maybe market it as an RPG with emphasis on deeper world interactivity/player choice etc.?
At this point, the im-sim design philosophy should be the gold standard for most AAA RPGs, but like you pointed out, they’re mostly restrictive, with very little interactivity or depth.
Very simple.
Chandler explains it in The Simple Art of Murder:
"Flipness is not wit, edge-of-the-chair writing can be as boring as flat writing; dalliance with promiscuous blondes can be very dull stuff when described by goaty young men with no other purpose in mind than to describe dalliance with promiscuous blondes."
Sarcastic reportage - particularly when it isn't that clever, or directed at a character that warrants the sarcasm - is just glib. Flippant. It detracts, rather than adds to, the mystery and vibe.
Philip Marlowe is dismissive toward hoodlums because he has to speak a language they understand. To signal that, though he's a "good guy", he can still survive the underworld.
Marlowe, meanwhile, is almost sincere to the point of saccharine when speaking with the innocent.
Not sarcastic at all.
The Latina planetoid in Spider-Noir is constantly sarcastic - with "good" and "bad" characters alike - because she's a minority who has to be "strong".
"Strong", to the millennial, is wit.
And bad millennial writers - as Chandler warns - confuse flippance with wit.
They are talent-bereft and intellectually incompatible with the writing of characters who are actual characters:
Only cutouts, pastiches and thinly-plagiarized approximations of them.

Heaven knows the writers of Spider-Noir didn't.
I don’t think there’s a TV writer alive today with the intelligence or sensibility to write actual film noir dialogue. They haven’t read Chandler or cared to watch classics and it shows.
They were just going for ‘the vibes’, and by that I mean they slapped on a black&white filter and called it a day.
