INTERNAL AUDIT IS A STRATEGIC ASSURANCE AND ADVISORY ROLE FOR GOOD GOVERNANCE-IAG

The Acting Internal Auditor General (IAG), Hussein Isingoma has said risks have migrated from the physical to the digital, hence the need to deepen investment in e-tax platforms, data analytics, integrated systems, electronic fiscal receipting, and automated decision-making in tax assessment, refund processing, and clearance.

This was contained in the keynote address he delivered at the Uganda Revenue Authority Internal Audit Strategic Retreat organized under the theme "Leveraging Internal Audit as a Strategic Partner."

This Retreat was organised to reflect on the performance, challenges, revenue generation, compliance and strategic partnerships to deliver value for money. The retreat focused on risk-based planning, quality of audit, corporate governance, oversight, transparency and accountability frameworks in public service.

The Internal Auditor General said Auditors who only understand paper trails will miss where the real exposure exists, adding that this has an implication on recruitment, training and the tools for equipping the auditors.

He said public accountability conversation has moved from procedural fairness to substantive fairness, and internal audit must move with it, adding that Auditors must be more interested in value for money rather confirming procedures followed.

“The success of an assurance function is not measured simply by the number of issues it identifies. It is measured by what the organization becomes because of those findings,” said Isingoma.

Uganda Revenue Authority Commissioner for Internal Audit. Herbert Rusoke, said by identifying gaps, strengthening compliance, and promoting sound practices, internal audit directly supports the credibility, efficiency, and resilience of institution.
