@crowiejnr @LouStagner Handicap accounts for differences in course rating. So if two players have the same handicap but play most of their golf courses with different ratings, they’re considered equally skilled. That’s how the system works!

So there’s no right or wrong. Without further details about the layout, there is no reasoning. If the course is tighter with harder greens for example, I rather go with player 2. If the course plays wider, short game heavy, I rather go with player 1.
