भारत सरकार ने अब PSLV रॉकेट तकनीक को भी निजी कंपनियों को सौंपने का रास्ता खोल दिया है।जैसा कि अक्सर इस तरह के फैसलों का नतीजा निकलता है तो इस बार भी अडानी ग्रुप ही इस प्रस्ताव को स्वीकार करने के लिए सबसे आगे खड़ा है!

PSLV कोई साधारण रॉकेट नहीं है। इसकी तकनीक का संबंध उन प्रणालियों से भी है जिनसे भारत के अग्नि मिसाइल कार्यक्रम का विकास हुआ। इंडियन स्पेस एसोसिएशन के महानिदेशक लेफ्टिनेंट जनरल ए.के. भट्ट (सेवानिवृत्त) खुद कह चुके हैं कि रॉकेट तकनीक का उपयोग मिसाइलों में भी किया जा सकता है।

PSLV पर 33 वर्षों का सार्वजनिक निवेश लगा है। 61 सफल मिशनों का अनुभव और हजारों वैज्ञानिकों की मेहनत इसमें समाई हुई है। अब सरकार इसे निजी क्षेत्र को हस्तांतरित करने की तैयारी में है। पात्रता की शर्त? लगभग 400 करोड़ रुपये का वार्षिक कारोबार होना चाहिए!

इससे पहले:
• एयरपोर्ट निजी हाथों में गए।
• बंदरगाह निजी हाथों में गए।
• कोयला खदानें निजी हाथों में गईं।
• रक्षा उत्पादन के अनेक क्षेत्र निजी कंपनियों के लिए खोले गए।
• सार्वजनिक उपक्रमों का विनिवेश किया गया।
• SSLV तकनीक HAL को 511 करोड़ रुपये में हस्तांतरित की गई।

अब बारी PSLV की है।

सवाल यह नहीं है कि निजी क्षेत्र को भागीदारी क्यों दी जाए। सवाल यह है कि 140 करोड़ भारतीयों के कर के पैसे से विकसित राष्ट्रीय संपत्तियों का मूल्यांकन कैसे हो रहा है, उनका नियंत्रण किसके हाथ में जाएगा और उनकी जवाबदेही किसके प्रति होगी?

क्या इस पर संसद में विस्तृत बहस हुई?
क्या कोई सार्वजनिक सुरक्षा ऑडिट जारी हुआ?
क्या कोई स्वतंत्र निगरानी तंत्र घोषित किया गया?

सरकार कहती है कि यह सुधार है। समर्थक कहते हैं कि इससे दक्षता बढ़ेगी। पूछा जाना चाहिये कि नहीं कि क्यों देश की सबसे मूल्यवान सार्वजनिक परिसंपत्तियाँ धीरे-धीरे एक सीमित कॉरपोरेट समूह के हाथों में केंद्रित की जा रही हैं?

सोचने में कोई मुश्किल थोड़ी है! — जब एयरपोर्ट, बंदरगाह, खदानें, बिजली परियोजनाएँ और रक्षा क्षेत्र लगातार एक खास समूह के पक्ष के लिए निजीकरण की राह पर हैं, तो अंतरिक्ष प्रौद्योगिकी का अगला बड़ा लाभार्थी कौन होगा?
