If there's too much negative incentive, the affected party will do something to reduce or eliminate the incentive. Like moving.

@ITalkOfChrist For me, deducting anything that goes into a 401K account or HSA against tithable income makes sense. It's just going to make the math a lot easier to just pay a full 10% on whatever I pay out. Ultimately, I'll pay the tithe. It's just deferred, for now.
