Today, on International Women's Day, I honour the outstanding achievements of our women who serve as the pillars of our families, models of resiliency, trailblazers and visionaries. Every day, their grace, courage, and hard work inspire us.

In every corner of our state, our women have woven their strength into the fabric of our society. We see them lead in boardrooms, nurture families, educate our youth, and shape policies that uplift us all. Their steadfast commitment to justice, equality, and community puts all of us on the fast track to a brighter future.

On our part as government, we shall continue to advocate for the rights of women. We must ensure that every girl child has access to quality education. We shall ensure that Enugu remains the land of opportunity for our children, enabling them pursue their dreams unhindered. Together, we shall dismantle barriers, challenge stereotypes, and create pathways for success, because when our women rise, our society as a whole rises.

I was shocked and deeply saddened to learn of the passing of our own John Okafor (aka Mr. Ibu). He was a veteran actor and celebrated entertainer who brought joy and smiles to our homes. A truly illustrious son of Enugu State.

He played his part in our quest to build a new Enugu State and Nigeria at large, inspiring and mentoring generations of young creatives to believe in themselves, hone their talents and excel.

We shall sorely miss him.
May the Almighty God grant his soul eternal repose and to his family, fans, and loved ones the strength to endure the irreparable loss.

This morning, I presented a budget proposal of N521,561,386,000.00, tagged Budget of Disruptive Economic Growth to the Enugu State House of Assembly, for the 2024 fiscal year.

I delivered a keynote speech earlier today at the Enugu State University of Science and Technology, ESUT, Agbani, Enugu State.

During my presentation, I underscored the importance of quality education while also congratulating the 9,017 graduands who received various first and higher degrees.

Education remains our greatest weapon in the war against poverty. Under my leadership, the Enugu State educational system will witness radical changes.

We have prioritised basic education. When we envisaged growing our GDP from the current levels of $4.4 billion to $30 billion by 2031, we placed education at the epicentre of our strategy.

We have designed a revolutionary strategy which is currently being implemented. The idea is to revamp the current educational system in Enugu State, from the basic schools through secondary to tertiary institutions such as ESUT.

We are tweaking the curricula to ensure that the poorest child in the remotest part of Enugu State receives world-class education using tools of the 21st century.

To this end, we have earmarked 30 per cent of our state budget for education in 2024, which exceeds the recommended international benchmark.

Interestingly, we have completed the construction of one smart school, awarded contract for the construction of nine others, while 250 more will be constructed in less than 14 months to cover the entire 260 wards across the state. In addition, teachers who will pilot the affairs of the model schools are currently being trained by global experts.

The smart schools will be sufficiently equipped with internet access, solar power, a centre for robotics and artificial intelligence, a modern ICT centre, two well-equipped laboratories for primary school and junior secondary school, a studio for creative production, 25 inclusive classrooms, with interactive digital whiteboards, android tablets for pupils’ use, among others.

Our dream for Enugu State educational system is one that would outlive us. That foundation is what we are laying now, and we're hopeful that posterity will benefit from it.

I commend the ESUT management for the good work being done in the institution and for inviting me to deliver a keynote speech on a day like this.

Yesterday in my office, in the presence of labour leaders in the state, I announced further palliatives for our workers, as well as the indigent citizens in our communities.

My administration has approved the payment of between N10,000 and N25000 to workers, and the increase of our state's social register enrollment, from 43,000 to 260,000, for cash transfers to the indigent ones.

The aim is to cushion the hardships occasioned by the removal of fuel subsidy on workers and indigent citizens. We believe the cash transfers and other social interventions will, to a great extent, bring succor to workers and vulnerable people in Enugu State.

The payments will last for 5 months, starting from next month, December, to April 2024. We have created a category of payment whereby primary and secondary school teachers, local government workers and civil servants will receive a flat payment of between N10,000 and N25,000. The amount to be received will depend on the category a worker falls into.

We are also reviewing the minimum wage and hopefully, by the end of April, the committee saddled with that responsibility will present a new minimum wage to us, which we shall then implement.

My administration is determined to achieve zero per cent poverty headcount index by 2031. We have set aside N1.5 billion for social development programmes like water and sanitation in our communities.

We shall also construct 260 model primary healthcare centers and 260 smart schools with accompanying teachers’ quarters. Teachers would enjoy free accommodation, while living in close proximity to their work places, eliminating transport costs.

Our ultimate goal is that when a monetary value is put on all the social services we are providing to our workers, it will weigh well above the N100,000 minimum wage.

I was pleased by the visit of the state chairman of the Nigeria Labour Congress (NLC), Comrade Fabian Nwigbo, and his Trade Union Congress (TUC) counterpart, Comrade Benneth Asogwa, as well as their encouraging remarks.

Their statement that Enugu workers have not needed to campaign, protest, or go on strike to have their salary or welfare issues resolved under our government sums up our attitude towards our workers succinctly.
