Systemic or Institutional Racism: Sociologists and many human rights organizations often define racism as a system of power. In this framework, racism is characterized as "prejudice plus power." Because systemic racism is understood as being built into societal institutions (such as legal, economic, and educational systems) to favor a dominant group, this perspective often argues that members of a marginalized or oppressed group—who lack that systemic power—cannot be "racist" in the same way, even if they can hold individual prejudices or engage in discriminatory behavior.
