update on how we're going to improve accounts on Base:

- we've split EIP-8130 into two proposals: one for just the transaction type, and one for introducing the Keystore (account configuration)

- we are shipping the new transaction type, which we're calling "Base Transactions", as part of our Everest upgrade later this year

- the new transaction type is focused on delivering key upgrades to the millions of accounts that people, businesses, and agents already use today. namely: batching, sponsorship, token gas payments, and high-throughput transactions
